- Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Genetics Branch plans to procure on a sole source a cBot Cluster Generation System with Illumina Inc., 9885 Towne Centre Drive, San Diego, CA 92121. The purpose of this acquisition is to provide the existing Government Owned Genome Analyzer with the cBot Cluster Generation System. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. The Genetics Branch of the Center for Cancer Research at the National Cancer Institute is engaged in the study of cancer genetics. Investigating genetic alterations and their effects on the development and biology of cancer is an integral function of the Genetics Branch. The Illumina HiSeq 2500 Genome Analyzer is a parallel next-generation sequencing by synthesis instrument, which has become a core technology for genome analysis and discovery in our laboratory as is related to the biology of cancer. High throughput sequencing is a highly competitive and rapidly evolving technology where the ability to generate every increasing amounts of sequencing data is key. The Illumina cBOT cluster generation system is an upstream preparatory instrument that is essential to prepare DNA clusters, which must first be performed and with adding this unit to the existing government owned Illumina HiSeq 2500 Genome Analyzer greatly increases the through put of data, with a decrease individual personnel time needed for analysis. The cBOT is an automated system for generation of DNA clonal clusters by bridge amplification within a sequencing flowcell, which is then loaded into the HiSeq 2500 for analysis. To the NCI's knowledge, Illumina, Inc is the sole manufacturer or source for a cBOT cluster generation system. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 3:00 PM EST, on March 17, 2015. All responses and questions must be in writing and faxed 240-276-5401 or emailed to Kimesha Leake, Contract Specialist via electronic mail at kimesha.leake@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the System for Award Management (SAM) through sam.gov. Reference: N02RC52533-24 on all correspondence.
