Description
ADAPTIVE MANAGEMENT FRAMEWORK FOR THE MIDDLE RIO GRANDE ENDANGERED SPECIES COLLABORATIVE PROGRAM, BERNALILLO COUNTY, NEW MEXICO. The proposed procurement is a Small Business Set-Aside Best Value Tradeoff Request For Proposal (RFP), and thus open to small businesses only. NAICS is 541620/SIC 8742, with a size standard of $15,000,000.00. The magnitude of this project will be between $500,000.00 and $1,000,000.00. The solicitation will be issued on or about 17 March 2015, with proposals due on or about 16 April 2015. Offerors are advised that this requirement may be delayed, cancelled, or revised at any time during the solicitation, or final award process, and is subject to the availability of funds. BACKGROUND the Middle Rio Grande Endangered Species Collaborative Program, using U.S. Bureau of Reclamation (USBR) Program funds, executed a contract in FY2011 for the development of an adaptive management (AM) Plan. The Draft Adaptive Management Plan, Version 1 (June 30, 2011) is available for review on the Program database management system (http://mrgescp.dbstephens.com). THE PROJECT will consist of the continuation, development, refinement, and implementation of the AM Framework for use throughout the Middle Rio Grande Endangered Species Collaborative Program utilizing Version 1 of the AM Plan as a template. THE PROJECT will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of a firm that represents the best value to the Government. The proposed procurement will result in a firm-fixed price contract.
