- Description
- The Air Force intends to solicit proposals from qualified vendors for a firm-fixed price contract for Recyclable Material Collection & Processing for operational units and military family housing on Okinawa, Japan. The procurement is a commercial acquisition wherein the contractor shall provide all management, tools, supplies, equipment, labor, manpower, and appropriate license(s), qualification(s), and permissions necessary to perform and accomplish recycling services for the 18th Civil Engineering Squadron with contract service conducted on various other Military Installations on Okinawa, Japan. This requirement is a commercial acquisition using Commercial Acquisition procedures (Reference FAR Part 12) and will be negotiated pursuant to FAR Part 15. The proposed contract will be awarded using full and open competition with a period of performance anticipated at five (5) years, consisting of one (1) base period of ten (10) months and four (4) one-year option periods of twelve (12) months. The expected contract start date will be 1 December 2015. The government intends to make a single award to the offeror that represents the best overall value, considering price and past performance. The Government will award only one (1) contract. Solicitation No. FA5270-15-R-0003 is issued as a Request for Proposal (RFP) advertised with a North American Industry Classification System (NAICS) code of 562111. The solicitation will be issued electronically on or about 23 March 2015 at https://www.fbo.gov. Proposals will be accepted when submitted via e-mail to marcus.tucker.1@us.af.mil or richard.burns.11@us.af.mil. When hand carried, proposals must be marked Attn: Marcus Tucker and deposited in the bid depository located at 18 CONS/LGCA, Bldg 99, Kadena AB, Okinawa. Offerors must submit a paper copy of their proposal as well as all information required by the solicitation if proposal is submitted by email. Anticipated award date will be on or around 15 October 2015. Facsimile, telephone or written request for the solicitation package will not be honored. HARD COPIES OF THE SOLICITATION WILL NOT BE ISSUED FOR ANY REASON. All prospective offerors interested in submitting proposals must have a Commercial and Governments Entity (CAGE) code, and must be registered in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) in order to be eligible for receipt of contract award.
