- This is an unrestricted procurement. The FLETC anticipates awarding multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for Reduced Hazard Training Ammunition (RHTA) for various products of small arms rounds, included but not limited to: Frangible.357 SIG;.45 ACP (auto);.40 S&W; 9MM (9x19); 12 Gauge Slug (both full and reduced recoil); 12 Gauge #4 Buckshot (both full and reduced recoil);.308 WIN;.45 GAP; 12 Gauge #00 Buckshot (8&9 Pellet, both full and reduced recoil); 12 Gauge Steel Shot Target Load;.380 Autho;.38 SPL; and.223. To be acceptable under this solicitation, RHTA shall utilize component parts that minimize the hazards to personnel and the environment. The ammunition and all of the component parts shall be free of lead styphnate and other toxic materials listed on the 2010 CERCLA Priority List of Hazardous Substances. In addition, any and all ammunition component parts shall not cause the Action Levels (AL) or the Permissible Exposure Limits (PEL) as established by the Occupational Safety and Health Administration (OSHA 29 CFR 1910.1000) to be exceeded in a training environment. Either of these conditions shall be cause for disqualification and/or rejection at the discretion of the FLETC. All RHTA and component parts shall be designed to minimize the generation of hazardous waste. All RHTA proposed for delivery must have the Material Safety Data Sheet for all component parts pre-approved by the FLETC prior to shipment and delivery. RELOADED AMMUNITION IS UNACCEPTABLE. Ammunition offered must perform in all brands of law enforcement weapons without alterations or damaging such weapons. All rounds proposed for delivery must have a Material Safety Data Sheet listing ALL component parts of the round submitted with the bid. Base contract(s) of 12 months with four 12-month option periods are projected. Solicitation will be following the Two Step Sealed Bid procedures of FAR 14-5 with Step 1 being Technial submission that requires proposed product submission for testing followed by Step 2 Price for all vendors who passed the Step 1 evaluation/testing process. Solicitation to be posted on or about April 15, 2015 with bids due on or about 30 days later. Resultant contacts will be Multiple Agency Contracts (MAC) in which the contracts will be available for ordering authorization to all Federal Government agencies on an FOB Origin basis for all deliveries (FLETC orders shall be FOB Destination). The FLETC will not be responsible for any costs associated with the preparation of responses to this annoucement. The solicitation will be online and distributed through this FBO website only; hardcopies of the solicitation document will not be provided. It is the responsibility of any prosepctive bidder to monitor the FBO website for the release of solicitation and any amendments thereto. All bidders must be registered in the System for Award Management (SAM) database ( www.sam.gov ) to receive awards. All questions shall be directed to Ammobuyer@fletc.dhs.gov.
