- This is a SOURCE SOUGHT SYNOPSIS for market research purposes. THIS IS NOT A REQUEST FOR QUOTATIONS. INFORMATION RECEIVED WILL BE USED FOR MARKET RESEARCH PURPOSES ONLY. The National Institute of Standards and Technology's (NIST's) Materials Measurement Science Division (MMSD) develops measurement and standards to support forensic characterization of explosives and narcotics using a variety of analytical methods. The MMSD's ongoing work in homeland security requires sensitive instrumentation, which can accurately separate and measure explosive and narcotics. A fundamental instrument utilized to fulfill the MMSD's mission is a JEOL JMS-T100LP Mass Spectrometer (Serial number MS106600049) and a corresponding Ionsense DART-OS Ionization Source (Serial number SVP00317). The equipment is housed within the NIST Gaithersburg, MD campus. NIST requires a service agreement for the aforementioned instrument and Ionization Source. Service and maintenance shall include unlimited emergency visits during NIST's regular business hours (8:30 a.m. to 5:00 p.m. Eastern Time), scheduled preventive maintenance visits, and installation of all software updates. Covered expenses shall include all parts, labor, travel, and per diem. NIST is seeking vendors, other than the original equipment manufacturer, who can perform repair and maintenance services for its JEOL JMS-T100LP Mass Spectrometer and corresponding Ionsense DART-OS Ionization Source for a base period of one year with four one-year option periods. After results of this market research are obtained and analyzed, NIST may conduct a competitive procurement and subsequently award a contract. If at least two small businesses are identified during this market research, then a competitive procurement that results may be conducted as a small business set-aside. The following information is required to be provided as part of the response to this sources sought notice: 1. Documentation/Description of capabilities, which clearly demonstrates the capability to maintain and repair a JEOL JMS-T100LP Mass Spectrometer (Serial Number MS106600049) and Ionsense DART-OS Ionization Source (Serial Number SVP00317); 2. Documentation of any relevant experience in maintaining and repairing the aforementioned equipment; 3. Documentation, which clearly demonstrates the vendor has expert knowledge of the covered equipment, including access to parts approved for use by the original equipment manufacturer, hardware, software updates, necessary equipment drawings and/or schematics, and the overall ability to repair and maintain the equipment in accordance with the manufacturer's specifications; 4. Any relevant documentation, which demonstrates how quickly a service engineer or technician is able to provide on-site service (NIST Gaithersburg, MD) after a service call is placed; 5. Name and business size of the company; 6. Any other relevant information that is not listed above, which the Government should consider in finalizing its market research. All information considered pertinent to the covered requirement must be sent to Adam C. Information submitted must be specific and address the aforementioned requirement. Submissions must be received not later than 5:00 p.m. Eastern Time on March 6, 2015. Original and e-mail submissions are acceptable. Vendors shall identify their business size in accordance with North American Industry Classifications System (NAICS) Code 811219 - Other Electronic and Precision Equipment Repair and Maintenance. The small business size standard is $20.5M.
