- This is a sources sought notification/request for information for services prepared in accordance with Federal Acquisition Regulations (FAR), Part 10 Market Research, utilizing FAR 13 Simplified Acquisition Procedures. This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research. This is a Small Business Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service- disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. The North American Industry Classification System (NAICS) code is 541720-Research and Development in the Social Sciences and Humanities Title Support for the International Council for Laboratory Animal Science (ICLAS) Conferences Background 1 BACKGROUND The National Institutes of Health (NIH) through the Office of Laboratory Animal Welfare (OLAW) is responsible for the oversight of all Public Health Service (PHS) supported activities involving animals at awardee institutions in the U.S. and foreign countries. Institutions outside the U.S. that receive PHS funds are required to comply with the PHS Policy on Humane Care and use of Laboratory Animals (Policy) and follow the International Guiding Principles for Biomedical Research Involving Animals (Guiding Principles). The Guiding Principles were developed through a partnership between the Council for International Organizations of Medical Sciences (CIOMS) and the International Council for Laboratory Animal Science (ICLAS). ICLAS conferences are dedicated to advancing human and animal health by promoting the ethical care and use of laboratory animals in research worldwide. ICLAS encourages education and training in laboratory animal welfare, the exchange of information between countries and promotes laboratory animal welfare infrastructure in developing countries. 2 OBJECTIVES The contractor will provide support and serve as a United States national member in ICLAS conferences to improve the humane care and use of animals in scientific research worldwide. By supporting US national membership in ICLAS; OLAW will ensure that the US biomedical research community has a voice in international laboratory animal standards known as the CIOMS Principles. OLAW will use the resulting international laboratory animal standards to assure animal welfare in PHS-funded animal activities conducted at foreign performance sites. Independently, and not as an agent of the Government, the contractor, shall represent the NIH at the annual ICLAS Conferences. The contractor will provide an appointed member as representation at ICLAS's annual conferences for each year of the contract. This representative will participate in the development of worldwide humane animal welfare policies. This is important to NIH because the PHS funds animal activities at foreign performance sites. 3 CONTRACTOR TASK AND RESPONSIBILITIES 1. Contractor shall appoint a U.S. representative to ICLAS. If the individual appointed resigns, the contractor shall be responsible for appointing a replacement. The appointment of the US representative will be subject to approval by NIH. 2. The U.S. representative shall represent the U.S. at the ICLAS General Conference in Montreal in May 2015 and subsequent ICLAS meetings or assemblies throughout the life of the contract. 4 DELIVERABLES • The selected U.S. national representative will present on the proceedings of the ICLAS General Assembly to the ILAR Council. OLAW staff will be invited to attend. • The contractor shall provide OLAW with any reports, documents, analyses, etc. and minutes from ICLAS General Assemblies and planning meetings. • The contractor shall advise OLAW of pertinent developments using an appropriate format which may include telephone call, email or memorandum. 5 TRAVEL AND OTHER DIRECT COSTS The contract will cover travel expenses and registration for the US ICLAS representative to attend up to two ICLAS meetings a year. All travel will be reimbursed in accordance with the Federal Travel Regulation (FTR). 6 PERIOD OF PERFORMANCE The period of performance shall be 12 months from date of award with four (4) additional 12 month option years. 7 CONFERENCE DATES Base - Conference 2015: May 30- June 2, 2015 Option 1 - Conference 2016: TBD Option 2 - Conference 2017: TBD Option 3 - Conference 2018: TBD Option 4 - Conference 2019: TBD Other Considerations: The proposed acquisition will be procured in accordance with the policies and procedures under FAR 13-Simplified Acquisition Procedures. All responsible sources may submit a capability statement which will be considered by the National Library of Medicine. This Sources Sought Notice is not a Request for Quotes (RFQ), nor is an RFQ available. Interested firms responding to this Sources Sought Notice must adhere to the following: (a) Provide a capability statement demonstrating relevant experience, skills and ability to fulfill the Government's requirements for the above. The capability statement should contain enough sufficient detail for the Government to make an informed decision regarding your capabilities; however, the statement should not exceed 3 pages. (b) The capability statement must identify the responder's: small business type and size; DUNS number; NAICS code; and technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. (c) All capability statements must be submitted electronically no later than 4:00pm eastern standard time on Friday, March 6, 2015 to Eliza Menchaca, eliza.menchaca@nih.gov. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
