- This is a pre-solicitation announcement for the Department of Veterans Affairs, John D. Dingell, Detroit VA Medical Center, located in Detroit, Michigan. Pre-solicitation amendment issued on 02-19-2015 refers to change of solicitation number to RFP #VA25115R 0181. Original pre-solicitation notice indicated RFQ #VA25114Q0729. An RFP (Request for Proposal) will be issued on this Federal Business Opportunities (www.fbo.gov) website on or about October 6, 2014 for project no. 553-15-101 entitled "Flooring IDIQ" at the John D. Dingell, VA Medical Center, 4646 John R. Street, Detroit, MI 48201. This announcement is a 100% total set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). The VA is seeking a qualified Contractor to furnish all tools, equipment, material, permits, labor, and supervision necessary to accomplish, the work as provided in the contract documents, plans, and specifications, a summary of which is provided below: The purpose of this project is to provide flooring services within the John D. Dingell VA Medical Center. It is estimated the total scale of the FY 2015 flooring work under this project 553-15-101, will be, but not limited to, 15,000 SF of carpet removal, 15,000 SF of carpet installation, 2,000 SF of VCT removal, 2,000 SF of VCT installation, 5,000 SF of Stratica Installation, 1000 LF of transition strip installation, 5,000 SF Marmoleum removal, 5,000 SF Marmoleum installation, and 1,000 LF of Roppe wall base installation. The contractor shall provide all supplies, materials, equipment and personnel necessary to remove old carpet or Vinyl Composite Tile (VCT) and wall bases, prepare floor for application of new flooring material, and then install government owned modular carpet tiles, government owned vinyl composite tile (VCT), or government owned Stratica or similar other type resilient tile flooring along with government owned resilient flooring specific adhesive and government owned vinyl wall base at the John D. Dingell VA Medical Center located at 4646 John R, Detroit, MI 48201. The contractor is required to supply activator or adhesive for the modular carpet tiles, VCT and vinyl wall base. The contractor shall supply all tools and additional materials necessary to complete the installation during off-shift hours, which are 5:00 p.m. to 6:00 a.m., Monday through Friday and/or weekends. Completion Time: The project consists of a base year and four (4) option years. Prior to commencing work, the contractor receiving award shall provide proof that an OSHA certified "competent Person" (CP) (29 CFR 1926.20(b)(2) with 30-hour OSHA certification will maintain a presence at the work site whenever the general or subcontractors are present. All employees of general contractor or subcontractors on site shall have the 10-hour OSHA certified Construction Safety course. The North American Industry Classification Code (NAICS) for this procurement is 238330 Flooring Contractors and size standard $15 million applies. The government intends to award a Firm Fixed Price Contract in December 2014. This notice is for informational purposes only and is not a request for submission of offers. No other information regarding scope, dates, etc. is available until issuance of the solicitation via FBO at http://www.fbo.gov. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the VA will provide no hard copies. The solicitation, consisting of various bid documents, specifications, forms, and drawings will be available for download at no charge only from the FBO website on or about October 6, 2014, with a due date to be specified in the solicitation. Further details of all dates and events, including site visit and bid opening date, will be available in the solicitation. FBO is the only website where official bid documents will be made available. All interested bidders (prime contractors & subcontractors) should register at FBO so that others will know of your interest in participating in this procurement. A bidder's list is not maintained nor distributed by the Contracting Officer, as it is the bidder's responsibility to register at the FBO website. Bidders are advised that they are responsible for obtaining all bid documents and acknowledging any amendments, and should re-visit the FBO website periodically to check for any changes to this announcement or pending solicitation. Prospective contractors shall complete electronic annual representations and shall be registered in the System for Award Management (SAM) at http://www.sam.gov, shall be verified in the Vetbiz Registry Information Pages prior to submitting an offer, and shall have on file a current and complete VETS100A report at http://www.dol.gov/vets/vets-100.html (if applicable).
