Description
The Govt is looking for DRY CLEANING, LAUNDRY, ALTERATION AND REPAIR SERVICES 1. Introduction. This is a Request for Information (RFI). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this RFI is to obtain knowledge and information for project planning purposes. a. Background. The Pentagon Force Protection Agency (PFPA) is currently made up of both law enforcement and non-enforcement personnel whose mission is to safeguard and protect civilian and military Pentagon employees, as well as the Pentagon building and infrastructure. While protecting those that protect this nation, the 600-plus uniformed PFPA men and women pride themselves on projecting a positive and professional appearance. PFPA-issued uniforms are composed of a heather grey dress uniform ("Class A" duty uniform) and navy blue utility uniform ("Class B" duty uniform). Also, a ceremonial/honor uniform is issued for those law enforcement personnel above the rank of Sergeant and those assigned to the police drill team. b. Purpose and Objectives. The Government is seeking vendors to provide dry cleaning, laundry, alterations and repair services for PFPA supporting the Pentagon Reservation Facilities, Raven Rock Mountain Complex. The service objective is to provide the PFPA Police Department a service in which the officers may have their agency-issued primary and secondary uniforms professionally laundered in an effort to maintain a professional and personal appearance while on tour of duty. c. Project requirements. The Contractor shall conduct the following tasks: 1. Provide laundry, dry cleaning, alteration and repair services for the uniform clothing of PFPA law enforcement personnel. 1.1 If the Contractor receives an article that the Contractor deems to be in an "unserviceable" condition (i.e., cannot be cleaned, altered or repaired as requested), the Contractor shall notify the COR as soon as possible and return the garment on the next scheduled delivery. 1.2 If a garment is damaged by the Contractor during cleaning or repairs, the Contractor shall notify the COR and submit a garment claim form so that the Government can be reimbursed for the cost of the uniform through the PFPA Finance Office. 2. Provide garment collection and delivery service two times per week, each Tuesday, and Thursday. 2.1 Garments intended for dry cleaning and/or laundering shall be returned within two business days of collection. For instance, garments collected on Tuesday shall be returned Thursday. Garments collected Thursday shall be returned Tuesday. 2.2 Garments intended for alterations, tailoring or repairs shall be returned within five business days of collection. For instance, garments collected on Tuesday shall be returned no later than the following Tuesday. Exceptions for major repairs will be allowed with advanced approval from the COR. 3. Prepare and provide to the Government a ticket listing serviced garments upon each scheduled delivery and collection. The ticket shall identify each individual Officer with respective garment turn-in and delivery. 4. Prepare a monthly status of total number of uniform garments that have been serviced. Status shall be broken down by the contract line items. 5. Affix adhesive sticker containing a unique serial identification number in all uniform garments that do not already have a PFPA-issued serial identification number affixed. The sticker shall be placed under the respective officers' first and last names, which will be written on the garment in permanent ink prior to collection. 6. The Contractor shall provide a written statement for each garment that is collected by the Contractor but not returned to the appropriate officer in a timely manner. The statement shall provide an explanation for the omission, the resolution (if any), and intended corrective actions to prevent reoccurrence of the incident. If, after searching, the garment is determined by the Contractor to be missing, the Contractor shall also complete a Pentagon Police Department lost/stolen police report and submit a claim form. Contractor personnel performing work under this contract must be a have a favorable National Criminal Investigation Check (NCIC), valid driver's license, and two forms of identification at time of the proposal submission, and must maintain the level of security required for the life of the contract. The Contractor shall deliver and collect uniforms between the hours of 0700-0900 on Tuesdays, and Thursdays, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government-directed facility closings. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential, and that only US Citizens can deliver or visit our facility. 2. Anticipated period of performance. 1-year Base Period and four (4) 1-year Option Periods. 3. Information Sought. Responses to this notice must include: a. Company name, address and phone number b. Contractor and Government Entity (CAGE) code c. Primary Point of Contact name, phone and email d. A summary description of relevant experience and ability to provide Dry Cleaning, Laundry, Alteration and Repair Services that meets the aforementioned objectives. Respondents should provide complete responses to each capability area addressed above. e. If respondent has a government contract vehicle such as a Federal Supply Schedule or other government-wide use contract that would address the scope of this requirement, please indicate contract number in your response. 4. Deadline. The Government requests interested parties to submit a letter of interest and statement of current capability to perform the above services via email to stephanie.l.powell28.civ@mail.mil by 16 March 2015 at 1:00 P.M. EST. 5. Conclusion. Disclaimer and Important Notes. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided may be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Any solicitation resulting from the analysis of information obtained will be announced to the public via the Federal Business Opportunities website at www.fbo.gov in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s)."
