- Revised Relevancy Matrix Revised Draft Sec M Revised Draft Sec L THIS IS AN AMMENDMENT TO THE DRAFT RFP This ammendment is only posting a revised Sec L and Sec M along with the Relevancy Matrix. The 38th Contracting Squadron (38 CONS)/LGCC, has a requirement for non-personal services for the 690 th Cyberspace Operations Group (690 COG) at the 83 Network Operations Squadron (NOS), Joint Base Langley-Eustis VA; 561 NOS, Peterson AFB CO; 83 NOS Operating Location (OL)-B, Andrews AFB MD; 561 OL-B, Scott AFB IL; 83 NOS OL, Wright-Patterson AFB OH, 690 Operations Support Squadron (OSS), Lackland AFB TX. The government anticipates issuing a DRAFT RFP on or around 18 Feb 2015. We also anticipate holding a Pre-Proposal Conference on 24 Mar 2015 at Peterson AFB CO. More details will be provided within the solicitation, provision 5352.215-9001, Notice of Pre-Bid/Pre-Proposal. The proposed contract is for a base period of 12 months (30 days for a transition period and 11 months for the base period) with four one-year option periods IAW FAR 52.217-9. Additionally, the contract will contain the clause 52.217-8, Option to Extend Services (maximum of 6 months). Contractor shall provide support services to operate, sustain, and assure the availability of Air Force Inforamtion Network (AFIN) to enable war-fighter mission execution. The I-NOSC and ESU area of responsibility (AOR) within the AFIN includes enclaves located at 690 COG locations, AF base boundaries, and APCs. The terms AF Network (AFNET) and AF Network-Secure (AFNET-S) refer to the Air Force's underlying Non-Secure Internet Protocol Router Network (NIPRNet) and Secure Internet Protocol Router Network (SIPRNet). The 690 COG is responsible to operate the core services for each of these networks. The AMAC conducts AFIN operations to ensure the availability and security of the AFIN. Operations Support has an expanded role to support units that operate and maintain the AFIN. This acquisition is competitively set aside 100% for Women-Owned Small Businesses (WOSB) business concerns, and a concern will be considered small under North American Classification System (NAICS) code 517110 with Size Standard 1,500 employees. An AFSPC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman, concerned parties should first address their concerns, issues, disagreements, and recommendations to the Contracting Officer for resolution. In addition, AFFARS Clause 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
