- **NOTE - This notice replaces FBO Notice H92222-15-R-0010-DRAFTRFPDOCS** FINAL RFP T-REX (H92222-15-R-0010) This is a formal Request for Proposal (RFP) for the Targeted Requirement EXecution (T-REX) Contract. The objective of this Indefinite Delivery, Indefinite Quantity (IDIQ) is to acquire Systems Integrators/Coordinators to provide Intelligence, Surveillance, and Reconnaissance (ISR) related equipment solutions and related incidental development and/or other services to the Government in three main categories: (1) Hardware and Modifications, (2) Specialized Communication Solutions and Networks, and (3) Signal Processing Capabilities This is solicited and will be awarded as a Multiple Award Indefinite Delivery, Indefinite Quantity (IDIQ), via Full and Open competition with up to 1 prime contract award reserved for the most highly rated small business Offeror received under this solicitation. The maximum dollar value of the program over all prime contracts combined totals $750,000,000.00. Attached to this Announcement are the FINAL RFP and all Attachments. To gain access to the FINAL RFP and Attachments, Explicit Access Request must be made via this FBO posting. Email and/or phone call requests will not be accepted. Vendor's registration in SAM, DD 2345 on file with DLA Logistics Information Service (DLIS), Top Secret Facility Clearance (FCL), and Secret Safeguarding capability will be verified before Explicit Access is granted to the FINAL RFP and Attachments. All requests for explicit access must complete two steps: 1. Submit an explicit access request via this FBO Notice (if you had previous access under other postings, you MUST request under this notice). If you cannot request explicit access on this FBO notice, then you currently do not have the properly executed DD2345 on file with U.S./Canada Joint Certification Office, DLIS. 2. Send an email to BOTH Jon Katz and Chris Paitson (emails are below). Please state your Cage code (we ask that you state it in an email because there are instances where the one assigned to the person in FBO is not accurate). This information will be used to verify Top Secret FCL and Secret Safeguarding Capability with our Industrial Security Office. Please be advised, this verification can take up to 24 hours. Requests for Explicit Access received on a Friday after 12:00 pm Eastern Time will not begin verification until the next business day. Under no circumstance will interested Prime Contractor Offerors be able to utilize a potential Sub-Contractor's Storage and/or Safeguarding capability as proof of Storage and/or Safeguarding capability. PLEASE NOTE: Vendor's who received Explicit Access for the DRAFT RFP stage MUST request Explicit Access AGAIN via this FBO Posting. Documents have changed from the DRAFT RFP notice. PLEASE NOTE: All existing explicit access holders under FBO Notice H92222-15-R-0010-DRAFTRFPDOCS will have their cage codes automatically re-submitted to our Industrial Security Office for security re-verification. If you currently have access to H92222-15-R-0010-DRAFTRFPDOCS, then you do NOT have to re-sumbit your Cage Code via email (HOWEVER you still have to request explicit access via this new FBO notice). Communications with anyone other than the Contracting Officer are prohibited. Questions regarding this RFP must be emailed (in writing and using the attached MS Excel Q&A Template) and submitted to the Contracting Officers below. Oral requests (e.g. phone call) for information will be re-directed to provide email correspondence (using the Q&A Template), for documentation purposes. Individual responses to inquiries will not be provided. If it is necessary to include proprietary information in the template, it must be marked appropriately in Column E. All questions and answers will be posted to FedBizOpps (www.fbo.gov). Offerors may submit questions to the Contracting Officer at any time; however, questions received after COB 20 March 2015 may not be answered prior to the solicitation closing date.
