Description
This is a Sources Sought Synopsis announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The Health Resources and Services Administration (HRSA) is considering soliciting for and awarding a contract for public outreach efforts aimed at increasing organ donation registration rates. This effort supports both mass communication and community level interpersonal efforts based on research which indicates that campaigns using both media and interpersonal tactics have greater impact than media only campaigns. A national public opinion survey and other research indicate that the American public's attitudes and behaviors on organ donation range from not thinking about it to having already registered as a donor. To move more people toward registration, HRSA is interested in knowing if there are contractors capable of developing and implementing a comprehensive marketing and outreach campaign targeting the general population as well as specific subpopulations, to include both traditional and new media. The marketing campaign shall result in an increase in referrals to state donor registries from organdonor.gov and/or associated social media outlets, and evaluation of appropriate proxy measures indicating successful completion of steps toward the goals. The contractor is also responsible to accomplish the interpersonal portion of the outreach campaign, the contractor shall support national activities including working through the Division of Organ Transplantation's (DoT's) Workplace Partnership for Life (WPFL) program. The contractor shall develop, implement, manage, and evaluate the impact of a strategically focused national campaign. The campaign shall involve a specific segment of workplace partners (e.g., universities or hospitals) in an intensive national outreach effort to encourage their employees and community members to enroll in their state donor registry, and recruit the assistance of the donation community in collaborating with and supporting participating gatekeepers in their local areas. The contractor shall develop and provide tools to the donation community and to gatekeepers to encourage and assist them in this effort and in sharing best practices. The contractor shall be responsible for management of the WPFL general database of approximately 11,000 partners, including updating their email and mailing addresses and communicating periodically by email to assist database partners to reach their employees or members with donation messages and encouragement to register as donors. The contractor shall develop digitally-based educational package to assist educators in teaching about donation and digitally disseminate the package, track usage, and report on outcomes. The contractor shall maintain, enhance, and promote organdonor.gov and its social media platforms, such as the existing Facebook page. The website has a primary purpose of educating the public about organ donation and providing a simple opportunity to register as organ donors and a secondary purpose of providing materials and resources for the donation community and gatekeepers to use in promoting donation. The contractor shall develop a variety of materials for inclusion on the website. The contractor shall evaluate all outreach efforts and reporting outcomes to DoT. Evaluation shall include background research and formative evaluation supporting the development of outreach strategies, messaging, and materials. Evaluation shall include ongoing monitoring of outreach efforts to provide for mid-course changes or corrections, and outcome reporting. The proposed effort will likely be a Firm Fixed Price (FFP) Indefinite Delivery and Indefinite Quantity (IDIQ) contract. The total length of the contract is five (5) years. The type of solicitation to issue will depend upon the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various contractors of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and Service-Disabled Veteran-Owned Small Business (SDVOSB) to compete and perform a FFP Contract. The Government must ensure there is adequate competition among the potential pool of responsive contractors. North American Industrial Classification System (NAICS) Code applicable to this acquisition is 541820, Public Relations Agencies. Small Business Size Standard for this acquisition is $15.0M. Under Federal Acquisition Regulation (FAR) guidelines 52.219-14, Limitations on Subcontracting, the prime contractor must have the capability to perform at least 50% of the contract work with his/her own employees. Award will be based on overall "Best Value" to the Government. Anticipated solicitation issuance date is on or about late-March 2015, and the estimated proposal due date will be on or about late-April 2015. The official Synopsis citing the solicitation number, and inviting Offerors to register electronically to receive a copy of the solicitation will be determined at a later date. Offeror's response to this Synopsis shall be limited to 5 pages and shall include the following information: 1. Offeror's name, address, point of contact, phone number, and e-mail address 2. Offeror's interest in bidding on the solicitation when it is issued 3. Offeror's capability to meet the requirements 4. Offeror's capability to perform a contract of this magnitude and complexity (include offeror's in-house capability to execute design and implementation of the work, comparable work performed within the past 5 years -brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) -provide at least 3 examples. 5. Offeror's type of small business and Business Size (Whether HUB Zone, Service Disabled Veteran Owned Small Business, 8(a). 6. Offeror's Joint Venture information if applicable -existing and potential. Interested Offerors shall respond to this Sources Sought Synopsis no later than 09:00 AM (EST) 6 March 2015.
