- The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations requires high resolution, high speed side scan sonars. These sensors will be installed on both 30 foot vessels and towed by a 240 foot ship. The units must be capable of operation in a fixed and towed deployment configuration for use towards hydrographic survey work to meet NOAA's Nautical Charting Mission. Additionally, this sensor will be used in an emergency response environment where increased survey speeds are necessary. BACKGROUND: The objective of this solicitation is to procure a high resolution, high speed side scan sonar. Because of the physical limitations with respect to a 30 foot vessel, the government will show preference to systems that are physically smaller and lighter. This criterion is necessary to ensure safe operation of the vessel. The sensor's accuracy must be capable of detecting an object on the sea floor that measures a one meter cubed object as determined by shadow length measurements. The sensor's speed shall allow the ensonifcation of a one-meter object at a minimum of three times per pass. That is, the one-meter object shall be ensonifed with at least three pings at a specified survey speed. The minimum survey speed needed to meet the 3 pings per meter requirement for this procurement shall be 8 knots or faster. The proposed contract is anticipated to be set aside 100% for small business. Offerors must also have submitted required Federal Contractor Veterans' Employment Report (VETS-100A Report). All responsible, responsive sources may submit an offer, which shall be considered by the agency.
