- NOTICE OF INTENT TO AWARD TO A SOLE SOURCE Under the authority of FAR 13.106-1(b)(1)(i), "Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available." This notice of intent is not a request for proposals or quotes; however, all interested and responsible sources may identify their interest and capability to respond to the requirement or submit an offer and technical capabilities, no later than Tuesday, March 3, 2015 at 1100 (EST). All responses received within five calendar days after the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract award based upon responses to this notice, is solely within the discretion of the Government. The Department of Veterans Affairs (VA) Acquisition Business Service (ABS) intends to negotiate a Firm-Fixed Price (FFP) single source award to: Medalcraft Mint, Inc., 2660 W Mason Street, Green Bay, Wisconsin 54303, for the fabrication of customized challenge coins. The North American Industry Classification System (NAICS) code for this requirement is 339999 with the size standard of 500 employees. CLIN ITEM QTY UOM 0001 Challenge Coins 1,536 Each The challenge coins are die-struck in solid brass material, heavy in gauge (1.75 inches diameter X.144 thickness), with an individual weight of 1.5 oz. Each coin is finished with a standard antique, and individually hand enameled with the Department of Veterans Affairs approved Pantone Matching System (PMS) colors (red/white). The blue die used in the fabrication of each coin, specifically in the Secretary of the Veterans Affairs flag, is the exact match to the blue in the Secretary's flag. The blue die is the propriety property of Medalcraft Mint, Inc. Each coin contains a raised imprint of an eagle, the American flag, the Secretary of the Veterans Affairs flag, and embossed with the Department of Veterans Affairs and the Secretary's name. The proposed contractor shall deliver the total of 1,536 coins in three separate deliveries of 512 each, with the first delivery on or about March 16, 2015.
