- Equipment List Justification for Other Full and Open Competition Statement of Work THIS IS A NOTICE OF INTENT. The Broadcasting Board of Governors/International Broadcasting Bureau (BBG/IBB), Office of Contracts (CON) located in Washington, D.C. intends to negotiate and award a non-competitive contract to United Services Source Incorporated, (USSI), located at 9145 Ellis Road, Melbourne, Florida 32935 for Equipment and Rack Integration as well as Technical Support and Services. The anticipated period of performance is one year after contract award with four (4) one-year Option Periods. The statutory authority permitting other than full and open competition that is applicable to this procurement is 41 U.S.C. 253(c)(1) which is implemented at FAR Subpart 6.302-1 as follows: “When the supplies or services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for. United Services Source Incorporated (USSI) is the only vendor with the capability and expertise to provide Technical Support and Services for all Cisco Video and Audio processing equipment currently provided by Cisco and equipment no longer supported by Cisco (end of life). USSI is the only Integration Partner for PowerVu systems. There are other vendors capable of providing this service but Cisco cannot certify their designs and work. Cisco Advance Services (AS), the Technical Support and Services division, has stipulated that it cannot guarantee the integration and wiring work carried out by other Vendors USSI has the full support of Cisco in USSI’s design efforts, review and approvals in regard to all USSI’s designs and integrations. All unique parts that are required for Cisco PowerVu integrations have been transitioned to USSI along with all designs and third party requirements. USSI is the only Vendor to have a professional Services Subcontractor agreement with Cisco to perform Cisco PowerVu integrations. USSI is the only vendor that Cisco AS will work with on the commissioning of completed integrated systems. The risk of potential negative impact on the BBG program distribution network is too great to permit another vendor to provide rack wiring and integration services. See attachment titled “Justification for Other than Full and Open Competition” for more details. This Notice of Intent is not a request for competitive price proposals. Interested firms must submit a written response that demonstrates their ability to provide Equipment and Rack Integration as well as Technical Support and Services. See attachment titled “Statement of Work” for additional details. Interested firms must state how they would fulfill the requirement above and include appropriate documentation describing the number of years they have been providing such services, and a copy of their Cisco Services Inc., Professional Services Subcontract Agreement. The written response received from interested firms shall provide sufficient detail to allow for an evaluation by the Government without the need for the submission of additional information. The written response must be submitted to Myria Carpenter, Contract Specialist, by Monday, March 9, 2015 12:00pm EDST via email at proposalsubmissionMEDC@bbg.gov. ALL SUBMISSIONS MUST INCLUDE THE SOLICITATION NUMBER IN THE SUBJECT LINE. Telephone or faxed responses are NOT acceptable and will NOT be considered. Any questions regarding this Notice of Intent shall be in writing and submitted to Myria Carpenter, Contract Specialist via e-mail to mecarpen@bbg.gov and must include the solicitation number in the subject line. Any determination to compete or not to compete this proposed contract is solely within the discretion of the Government. This Public Notice is not an RFP, IFB, or RFQ.
