R15PS00421 Attachment 1 - Performance Work Statement Attachment 2 - Wage Determinations The Bureau of Reclamation has a requirement for a contractor to carpets to be steamed cleaned on an on-going basis. Services are estimated to be required on a bi-annual basis. All work shall be accomplished after duty hours or on the weekend. The contractor shall furnish all labor, supervision, materials, equipment, tools, transportation and incidentals necessary to effectively and efficiently fulfill all the requirements of this contract for all facilities. (i) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This requirement is being issued as solicitation no. R15PS00421. This solicitation is issued as a request for quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular number 2005-78. (iv) This requirement is a total small business set-aside. The North American Industry Classification System (NAICS) Code for this acquisition is: 561740, Carpet and Upholstery Cleaning Services. The small business size standard for NAICS Code 561740 is $5.5 million. (v) Contract Line Item Numbers: Line item 00010: Steam Clean Carpets, Quantity: 1, Unit: Square Foot (vi) Description of requirement: Steam clean carpets in multiple buildings, in accordance with the Performance Work Statement (Attachment 1). A more detailed description of the required work is attached to the Combined Synopsis. (ix) FAR Provision 52.212-2 is not applicable to this RFQ. Determination of award will be based on the lowest priced, responsive quote from a responsible offeror. (vii) Estimated performance period: 05/01/2015 ¿ 04/30/2020. Performance location: Bureau of Reclamation, Lower Colorado Regional Office, Boulder City, NV 89005. The following clauses and provisions are applicable to this commercial item acquisition: (viii) FAR provision 52.212-1, Instructions to Offerors - Commercial Items (ix) Since FAR provision 52.212-2, Evaluations, is not applicable to this acquisition, determination of award will be based on the lowest priced, responsive quote from a responsible offeror. (x) FAR provision 52.212-3, Offeror Representations and Certifications - Commercial Items - Offerors shall include in their offer, a completed copy of the provision 52.212-3, or indicate completion of this requirement in their System for Award Management registration. Offerors may complete the annual representation and certification online at www.sam.gov. A site visit will be held on Thursday, March 5, 2015, at 9:00 A.M, PST. Please contact Ms. Jennalyn Schilke at JSchilke@usbr.gov prior to the day of the site visit, if you plan to attend. All attendees shall meet at the parking lot on Hoover Drive at 500 Date Street, Boulder City, NV 89005. It is strongly encouraged that any prospective offerors attend the site visit.
