- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The following action is to be competed by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Aeromedical Research Laboratory (USAARL), Fort Rucker, AL, for one (1) Torchmate, Inc. Growth Series Table Top Computer Numerical Control (CNC) System with related hardware and software that will be used in support of the design process, prototyping, fabrication, and construction of jigs, fixtures, and one-off components. The requested items are brand name or equal to Torchmate, Inc (manufacturer part number: 02-0001-0011 and related items). This announcement constitutes the solicitation by USAMRAA, Fort Detrick, MD as a Request for Quote (RFQ) and offers must be submitted in writing (oral offers will not be accepted). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-27. DESCRIPTION: USAARL requires a CNC Plasma Cutting System in a minimum 2' x 4' format that is expandable to larger sizes for future growth and needs, such as the Lincoln Electric Cutting Systems Torchmate 2x4 Growth Series CNC Plasma Table. This will be used for the fabrication and prototyping of jigs, fixtures, multiple identical parts and one-off components for scientific equipment projects in support of scientific research. This includes USAARL's support for the construction, maintenance, and modification of acoustical shock tubes, explosive and blast test devices, single axis and multi axis shock and vibration equipment, vertical and horizontal impact test equipment. The complete list of the requested brand name items as well as the salient characteristics for all equivalent items can be located by following the Additional Documentation link below. These items are needed at USAARL in Fort Rucker, AL 36362. Delivery is FOB Destination no later than 30 days after date of contract. This is a notice that this order is a total small business set aside for small business concerns. Only quotes submitted by small business concerns will be accepted by the Government. Any quote that is submitted by a vendor that is not a small business concern will not be considered for award. The North American Industry Classification System (NAICS) code is 333515 (size standard 500 employees). No hard copies of the solicitation will be issued by this contracting office. All interested parties can view, download and print a copy of the solicitation and any resulting amendments from the following website: https://www.fbo.gov/. In accordance with DFARS 252.204-7004, all contractors wishing to do business with the Department of Defense must be registered in the System for Award Management (SAM) database https://www.sam.gov/portal/public/SAM/. Quotes will be evaluated on the basis of lowest price technically acceptable (please see the full text of 52.212-2 in the attached documents to this RFQ under the Additional Documentation link below) and any resulting contract will be issued as an open market Firm Fixed Price Award.
