- This is a SPAWAR Systems Center Pacific combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Competitive quotes are being requested under Request For Quote (RFQ) # N66001-15-T-0080. This requirement is 100% set-aside for small business. The NAICS code is 541611 and the business size standard is $15,000,000. The requirements are detailed in the attached Performance Work Statement (PWS) and Contract Data Requirements List, and are for program management support services for the Department of Defense Enterprise Software Initiative (DOD ESI). DOD ESI requires support for Software Product Managers, contracting officers, leadership, and customers in the acquisition and management of commercial software and related services. See attached PWS for detailed description of required services. The period of performance is five months, which is estimated to be from 15 March 2015 to 14 August 2015. See attached DD Form 254 for contract security requirements. Anticipated Contract Line Items are as follows: ITEM 0001: Services in accordance with the attached PWS (excluding travel PWS paragraph 8.0) ITEM 0002: Travel in accordance with Paragraph 8.0 of PWS ITEM 0003: Data, in accordance with attached Contract Data Requirements List (not separately priced) In order to be considered acceptable by the Government, quotes must include the following information: 1. Price File: Offerors shall include a firm-fixed-price for ITEMs 0001 and 0002 (listed above), as well as a total firm-fixed-price for the entire effort. Note: ITEM 0003 is not separately priced. The pricing for ITEM 0003 shall be included in the price for ITEM 0001. In preparing a price quote, it is required to also breakout and identify separately: a. Labor - Identify the various labor categories intended for use under this contract including the number of labor hours, fully burdened hourly labor rates, and total price for each labor category proposed; and b. Other Direct Cost/Travel - Include summary of travel, to include identification of number of travelers, destination, and duration for each trip, and amounts for airfare and/or lodging proposed. 2. Personnel Experience and Security Clearance: Offeror personnel must meet the minimum personnel experience qualifications listed in the attached Experience Requirements.pdf document. Offeror personnel must also maintain a minimum of a SECRET personnel security clearance during the period of performance. Offerors must provide supporting documentation with their quote (e.g. resume or CV) that indicates that the personnel proposed for each of the two locations outlined in the PWS have all required experience and the appropriate security clearance, in order for the Government to ascertain that the minimum qualifications have been met. Supporting documentation is limited to two pages per person proposed. 3. Other Required Information (limited to 3 pages total): a. Offerors must assert in their quote that they will maintain a facility for use by the Government, within five miles of the Pentagon, during the five month period of performance (in accordance with the requirement in the PWS), and that the facility includes a room capable of seating at least twenty-five (25) people to support up to three (3) meetings per week in the event that space is not available at the Pentagon. b. Offerors shall assert in their quote that they currently have or will have at least a SECRET facility clearance prior to 15 March 2015. The contractor awardee is required to have a SECRET facility clearance per the attached DD Form 254. c. Offerors must also confirm in their quote that they agree to sign the attached Information Access Agreements (Information Access Agreement Company and Information Access Agreement Employee) if selected for award. Offerors shall not sign Information Access Agreements unless notified that they are selected for award. Failure to provide any of the information required in 1 through 3 above may render the quote unacceptable and ineligible for award. Basis for award: The government anticipates awarding a firm-fixed price purchase order. This is a lowest price, technically acceptable procurement, i.e. the small business offeror that submits the lowest price quote meeting or exceeding the requirements in this solicitation will receive the award. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-80 and Defense Federal Acquisition Regulation Supplement (DFARS) Publication Notices, DPN (1/29/2015). It is the responsibility of the contractor to be familiar with the applicable clauses and provisions.
