- This is a combined solicitation/synopsis for commercial items, prepared in accordance with the format in FAR 12.6, using Simplified Acquisition Procedures for commercial items found at FAR 13, supplemented with additional information included in this notice. This is a competitive, unrestricted action in which Naval Medical Center San Diego requests responses from qualified sources capable of providing CLIN 0001 - Blood Components and Blood Services during the Period of Performance on 01 March 2015 to 30 April 2015. This announcement constitutes only solicitation, quotations are being requested and a written solicitation will not be issued. The solicitation number, N00259-15-T-0100 is issued as a request for quotation (RFQ). The North American Industry Classification System (NAICS) Code for this acquisition is 621991; Size: 32.5 million. The blood center vendor shall be registered with the Food and Drug Administration and accredited by the American Association of Blood Banks (AABB) and comply with continuous Good Manufacturing Practices. Blood and blood products from the blood center vendor must be delivered timely and products must be free of defects in accordance with federal and industry standards. All blood and blood products must be delivered with maximum possible expiration dates based the blood center vendor's inventory and timeliness of deliver upon request in direct support of patient care. The following is required of the vendor: • Maintains inventory of blood and blood products including red blood cells, frozen plasma products and platelet products for all ages of life and for varying medical conditions. Primary use of blood and blood products are as follows: average of 450 red blood cells annually (46% O Negative and 47% O Positive); and an average of 300 platelets, single donor annually. • Delivery times at NMCSD and NHCP, Monday through Sunday, 24-hours a day, including all holidays. Delivery timeline is as follows: within 4-hours for routine (and products with special requirements) and 2-hours for emergent (no special requirements). • Allow the return of unused blood and blood products that have not expired and that can reasonable be used by other potential medical facilities to maximize the use of the blood inventory at no additional charge. • Pick-up patient specimens for reference laboratory testing and provide a final report for antibody and antigen testing used for identifying compatible blood and blood products and managing transfusion medicine requirements necessary for the care and treatment of the patient. • Provide monthly utilization reports for blood and blood products broken down by product type and ABO/Rh.
