Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE The Naval Research Laboratory (NRL) intends to award a Sole Source contract to Phoenix BV for the following software; 1 each of Aspic Advanced Circuit Simulator-Object-oriented & Parametric Layout; Design Rule Checking, Advanced Auto routing; Process Flow Visualization, 1 each of Object-oriented and Parametric layout- Parametric definition of components and relationship to allow continuous connectivity with modified designs, Design Rule Checking- Real-time error checking of layout, 1 each of Advanced Auto routing - Auto routing of waveguides and connected components, 1 each of Process Flow Visualization- enables designer to immediately see the influence of the process flow in relation to the mask layout, 1 each of Advanced Mode Solvers- Mode solving capabilities for fast and accurate design of integrated photonic devices. 1 each of Thermo-Optic and Electro-Optic Simulations Calculation of changes in the optical propagation constants as a result of thermal and/or electrical influences, 1 each of Zone & FAST- allows simulating parts of a complete design in one simulation run. FAST is used to combine simulation algorithms in one run. 2D Eigenmode Expansion Simulations- for simulations of the propagation of fields through waveguides and structures with back reflections and mainly Z-invariant sections such as gratings, 1 each of 2D and 3D Simulations- for forward only propagation simulations of larger components, 1 each of 2D FDTD Simulations- for highly detailed analysis of smaller structures, including complete spectra launch and evaluation, 1 each of Compatible with PDKs/PDAFlow compliant- compatibility with any Process Design Kit (PDK) compliant with the PDAFlow standard. The North American Industry Classification System (NAICS) code for this requirement is 511210 with the size standard of $35.5 million. This purchase will be made under Simplified Acquisition Procedures (FAR) Part 13 and Other than Full and Open Competition as authorized by FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of quotes or offers received in response to this notice. Vendors who feel that they can provide the above requirement may submit a quotation and technical capabilities, which if received within fifteen (15) calendar days of publication if this notices, shall be considered by NRL. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. The intent of this notice is for informational purposes only. No reimbursement for any cost connected with providing capability information will be provided.
