- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Quotation (RFQ) number is 15-01144. This synopsis/solicitation constitutes a RFQ and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-78. The National Oceanic Atmospheric Administration (NOAA), National Weather Service (NWS), NCEP Central Operations Division in College Park, MD, requires the purchase of six-thousand (6,000) gallons of dyed ultra-low sulfur diesel fuel #2. The required delivery date is March 16, 2015. This is a 100 percent Total Small Business Set-Aside. The associated North American Industry Classification System (NAICS) code is 454310, which has a corresponding size standard of 500 employees. The Federal Product Class is 9130. Item 001, Six-Thousand (6,000) Gallons of Dyed Ultra-Low Sulfur Diesel Fuel #2 $_______. The vendor must provide a certificate stating the Diesel #2 is dyed ultra-low sulfur. The vendor must (bulk pump) pump the Diesel Fuel #2 from the truck (no special connections required). All quotes shall be FOB Destination to NCWCP, 5830 University Research Court, College Park, Maryland 20740. Vendors shall include a completed copy of its representations and certifications at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items (APR 2012), with its quote. Vendors shall refer to www.acquisition.gov to obtain a copy of FAR provision 52.212-3. The following FAR clause is provided in full text: FAR clause 52.212-2, EVALUATION--COMMERCIAL ITEMS (OCT 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Technical Specifications. The offerors submission of certificate stating Diesel # 2 Fuel is dyed ultra-low sulfur and its capability to successfully perform the contract will be evaluated (2) Price. (b) "Options." The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. EST on March 5, 2015; any award resulting from this RFQ will be made based on meeting technical specifications, delivery date, and price. The anticipated award date is on or about March 12, 2015.
