Description
The U.S. Environmental Protection Agency gives notice of its intent to solicit, negotiate and award a fixed price Purchase Order under FAR Part 13, Simplified Acquisition Procedures to fulfil a critical need for contractor support to write Position Descriptions (PD), provide maintenance and training for an electronic PD Library, independently prepare/update staffing plans based on organizational knowledge and paper analysis of original structure and PDs, to assist the OCEFT?s Resource Management staff (RMS), Human Resources (HR) Team, located in Bldg 25 Denver Federal Center, Denver, Colorado and to work on cooperative PD writing projects with other office of Enforcement and Compliance Assurance (OECA) offices. See attached statement of work. All responses to this notice must be addressed in writing to U.S. EPA, Attn: Sheila Fagan via email to fagan.sheila@epa.gov. All questions must be sent via email no later than March 4, 2015 on or before 12:00 noon Eastern Standard Time (EST). All questions will be answered via email to all interest parties on or before March 9, 2015 by 3:00 pm EST. All final quotes must be submitted by 12:00 on or before 12:00 noon EST. Please include your company?s name, point of contact, address, area code and telephone number, facsimile number, and GSA schedule number, if applicable and (mandatory) DUNs number. Award will be based on best value, availability and cost. Telephone quotes/proposals will not be accepted. All proposals received without a valid DUNs number (not registered or active in the System for Award Management (www.SAM.gov) will not be considered for award. References will also be helpful but not required. STATEMENT OF WORK The Office of Criminal Enforcement, Forensics and Training (OCEFT) has a critical need for contractor support to write Position Descriptions (PDs), provide maintenance and training for an electronic PD Library, independently prepare/update staffing plans based on organizational knowledge, and prepare analyses of organizational structure and PDs, to assist the OCEFT?s Resource Management Staff (RMS), Human Resources (HR) Team, located in Bldg. 25, Denver Federal Center, Denver, Colorado and to work on cooperative PD writing projects with other Office of Enforcement and Compliance Assurance (OECA) offices. Background This requirement is necessitated by a backlog of outdated PDs, defined as over five years old by the Environmental Protection Agency?s Cincinnati Shared Services Center and the necessity to maintain completeness and relevance of the electronic PD library. These PDs need to be revised to reflect changes in duties/priorities/technology, as well as adherence to updated OPM classification standards. In addition, OCEFT is preparing two Division-level reorganizations and, it will be necessary to develop numerous PDs, requiring expert knowledge in classification of law enforcement and engineering/scientific positions. Specialized knowledge is also required to write position descriptions for Attorney-Advisors on both the criminal and civil sides of environmental enforcement. All of these PD development duties require experience/ understanding of the concerns of the program side of the project [i.e., development of duties in consultation with OCEFT managers/supervisors, vs. just c lassifying existing PDs from the Office of Personnel Management (OPM) HR aspect], the ability to concisely provide guidance to managers/supervisors on the PD ?building? process, and skillful coordination as a ?middle-man? between OCEFT and HR staffing/classification personnel. The contractor will also participate in PD writing activities in coordination with other OECA offices, such as the Administrative Management Division (AMD) within the Office of Administration and Policy. Objectives/Standards/Incentives The finished product will be the delivery of both electronic and hardcopy versions of requested PDs, including all applicable evaluation statements, and related reports/spreadsheets and inclusion in the OCEFT electronic PD library. ?Drafts of new PDs will be due within 10 working days of being assigned; are expected to have no errors in references to OCEFT management?s structure as it pertains to grade level; and must comply with the appropriate classification standards issued by OPM. ?PDs which contain errors will be returned to contractor and are due back with corrections within 10 working days of being returned. If the revised PDs are not error-free, there will be a 10% per hour reduction for every hour spent on that particular PD. ?Reports/spreadsheets will be assigned by the HR Team Leader on an ?as needed? basis. The magnitude of the report, as well as any deadlines (i.e., report/analysis is required for an upcoming briefing/meeting) will be determined on a case by case basis. Generally, simple/one page spread sheets will be completed in 5 - 10 working days and complex, multiple tab spreadsheets with formulas will be completed in 15 - 20 working days. ?Maintenance of the PD library, as well as conducting training for users, will be ongoing. Contractor will be required to coordinate with IT Specialists to ensure correct user access and server availability. ?The contractor will be required to work in Bldg. 25 up to two days per week; the schedule will be determined by the HR Team Leader. If the contractor does not come to work on the pre-determined days, there will be a 10% reduction in hourly pay for the hours of work performed at home during that day. ?The contractor will be required to attend meetings with OCEFT management and the HR Team Leader, as well participating in conference calls with EPA offices located outside the Denver Metro Area, such as the Cincinnati Shared Service Center (SSC) and OECA staff in Washington, DC. Since absence at required meetings/calls will result in extra time being spent providing the contractor with relevant information from the meeting, the additional time spent in relaying information will be reimbursed at only 50% of the regular hourly rate. Monitoring ?Work assignments will be made and final products will be reviewed (as outlined in the first bullet above) by the RMS HR Team Leader. Qualifications ?Denver Metro Area duty location mandatory, in order to attend meetings and perform other work at the Denver Federal Center, if required. Travel to Washington, DC, may be required. ?Experience as a federal program manager, providing the ability to understand complex management issues from a program perspective vs. solely an OHR or OPM perspective. ?Must have experience in succession planning in order to revise/update PDs for backfilling positions within grade-level requirements as required by the ongoing reorganization. ?Experience in writing PDs for scientists, engineers, and interdisciplinary positions, specifically for national experts at the GS-14/15 levels. ?Experience in writing PDs for accretion of duty promotions. ?Experience in writing PDs in the 1811 and 1801 series, including Criminal Investigators and Criminal Research Specialists with an emphasis in environmental enforcement issues. ?Experience in classification per OPM standards, including law enforcement and scientific positions. ?Experience in facilitating discussions, analyzing concerns, and providing recommendations to management. ?Skill in providing a variety of written reports and analyses. ?Experience with large-scale reorganizations and the ensuing PD requirements. ?Ability to prepare reports and spreadsheets, with expert knowledge in MS Excel a mandatory skill requirement. Place of Performance Other than specified above in Objectives/Standards, if feasible, work may be performed at the contractor?s home office. Period of Performance The request for services is May 1, 2015 ? April 30, 2016, with two one-year option periods to renew services through April 30, 2018 (assuming both options are exercised). The option(s) would be exercised based on need, performance, cost, and availability of funds.
