Attachment A- R2D2 Vendor Collaboration Slides Attachment C - R2D2 Capability Statement Instructions Attachment B- Draft R2D2 IDIQ Statement of Work and Sample Task Order The U.S. Department of Education (the Department) is hosting a Vendor Collaboration Webinar Event to provide pertinent details regarding a new Fiscal Year (FY) 2015 procurement: What Works Clearinghouse (WWC): Reviews, Reporting, Dissemination, and Development (R2D2); on behalf of the Departments' Institute for Education Sciences (IES), National Center for Education Evaluation and Regional Assistance (NCEE). The overarching purpose of the WWC R2D2 procurement is to provide a broad spectrum of support for the WWC Investment which includes two main elements: (1) Conducting reviews of studies submitted as part of the Department's grant competitions, or reviews of studies that receive Department funding, and (2) Developing WWC reports and creating new products to disseminate the findings of the WWC. The intent of the Webinar is to allow interested parties and prospective offerors to obtain key information on the requirement, to allow for a robust understanding of the respective requirement in its entirety, to obtain valuable feedback on the WWC R2D2 Draft IDIQ SOW and Sample Task Order from industry, and to provide a platform whereby both large and small businesses may obtain the information on other interested parties to support robust small business subcontracting opportunities, partnering and/or teaming arrangements. Interested parties are asked to send an email containing their company name, socio economic size status in the applicable NAICS code and a key point of contact to Jeffrey.Browne@ed.gov (cc:Veronica.Price@ed.gov), by February 25, 2015, at 12 Noon (ET). Attachments to this notice are as follows: Attachment A - R2D2 Vendor Collaboration Slides Attachment B - Draft R2D2 IDIQ Statement of Work and Sample Task Order Attachment C - R2D2 Capability Statement Instructions Relevant details regarding the R2D2 requirement and logistical information for the Vendor Collaboration Webinar Event are provided below: Period of Performance: The period of performance for the anticipated IDIQ contract is 60 months. NAICS Code: 541720 (Research and Development in the Social Sciences and Humanities) Anticipated Contract Type: Hybrid contract (Fixed Firm Price and Cost Reimbursement) Anticipated Acquisition Strategy: Small Business Set-Aside. It is anticipated that one, indefinite delivery, indefinite quantity (IDIQ) contract will be awarded. The following initial task orders will be awarded in FY 2015: • Task Order 1: IES Contract management, coordination, & vision for disseminating new products • Task Order 2: Conducting evidence reviews for the Investing in Innovation (i3) grant competition • Task Order 3: Conducting evidence reviews for the First in the World grant competition • Task Order 4: Conducting evidence reviews for the Strengthening Institutions Program (SIP) grant competition It is anticipated that similar task orders will be awarded in subsequent fiscal years.
