Description
Solicitation Number: NIHLM2015390 Notice Type: Presolicitation Synopsis: This is a presolicitation/notice of intent to sole source for commercial services prepared in accordance with FAR Parts 12 and 13. It is the intent of the National Institutes of Health (NIH) Business System (NBS) to procure software on a sole source basis from Loftware Incorporated, 166 Corporate Drive Portsmouth, NH 03801under the authority of FAR 6.302-1(a)(2) to provide the NBS with annual maintenance. The North American Industry Classification System Code (NAICS) is 541511- Custom Computer Programming Services with a small business size standard of $25.5 million. Background and Objectives: The overall objective of the NIH Business System is to facilitate the scientific mission of the National Institutes of Health by ensuring administrative and scientific support that is cost effective and provides accurate and timely information. The NBS's charge is to implement business areas that currently makeup the Administrative Database. The scope of the NBS includes these business or "functional" areas: acquisition, travel, service and supply fund, supply, research and development contracting, property, and financial management. The NBS is a fully integrated facility that supports these functional areas and interfaces with other major NIH and Departmental systems. "Best practices" i.e., those business processes determined to be most effective in the business community, have been and continue to be identified for the administrative areas at the NIH. Implementation will require configuration or changes to the system that will adopt and integrate these best practices. Functional teams under the direction of a functional team manager have been established to oversee this effort. Functional teams will engage in a variety of duties including the design and configuration of the system, establishing workflow for the business processes, customization of the system, defining system interfaces, and participation in pre-deployment and deployment activities. One of the requirements that the NBS satisfies is the need for label printing functionality for the NIH Warehouse Operations. The NBS previously purchased Loftware's warehouse printing solution and requires annual maintenance support for the software in order to ensure warehouse functionality and productivity in providing essential services to the scientific and administrative communities throughout the NIH. Period of Performance: The period of performance shall be for a 12 month base period with four 12 month option periods. Contractor Tasks: 1. Provide software updates and upgrades for the product during the contract period 2. Provide unlimited technical support by phone and email 3. Provide software license replacement for accidently damaged or malfunctioning hardware keys (Not including lost keys) 4. Provide upgrade notifications, emailed with immediate download passwords 5. Provide access to protected support pages on the Loftware website for troubleshooting. Sole Source Justification: The maintenance renewal is critical to the warehouse functionality and productivity in providing essential services to the scientific and administrative communities throughout the NIH. Loftware's server based barcode and RFID 'Smart Label' software provides a solution for managing and processing label and RFID requests from corporate applications. This enterprise-class solution is a highly scalable and fault tolerant system that is designed to handle thousands of requests targeted to hundreds (or thousands) of printers with print request queuing, status, and recovery features to deliver reliable, fast and cost effective label printing. In accordance with Federal Acquisition Regulations (FAR) 6.302-1, Loftware, Inc. is the only company which can provide the aforementioned maintenance on the existing Loftware software. This is not a Request for Proposals (RFP), nor is a RFP available; however, all responsive sources may submit a proposal in a timely manner which will be considered by NLM. Firms interested in responding to this notice must be able to provide the referenced software and service as specified above. Responses must be in writing and must be received electronically at the Government infrastructure by 4:00pm EST on Tuesday, March 3, 2015. Proposals must include pricing information and should reference Pre-Solicitation No. NIHLM2015390 and should be submitted to reginald.brown@nih.gov. Inquiries regarding this procurement shall be submitted electronically to reginald.brown@nih.gov and shall be received by 12:00 PM EST on Friday, February 27, 2015.
