Requirement: The purpose of this sources sought is to supplement market research activities on the National Guard Bureau's (NGB's) requirement for annual refresher training for NGB Sexual Assault Response Coordinators (SARCs) and Victim Advocates (VAs) in accordance with Department of Defense Instruction (DoDI) 6495.02 and Directive Type Memorandum (DTM) 14-001. More specifically, the NGB has a requirement for two specific trainings in order to further educate SARCs and VAs on male survivors of sexual assault and bystander intervention. The basic draft elements of the trainings are outlined below: 1. The contractor shall provide training that emphasizes the recognition of the stages of recovery for male survivors and the issues and crises involving male survivors of sexual assault. These areas of training shall reinforce techniques to allow the SARCs, VAs and VACs to understand the complex dynamics of being a male survivor. The students shall gain a better understanding of challenges to the male survivor and the pressures that this population faces. The learning objectives of this requirement are: 1. Participants shall be introduced to and be able to identify emotional/psychological sequels of abuse. 2. Participants shall be able to identify the clinical dynamics, after effects and healing strategies that can be identified and used with the male victim. 3. Participants shall garner skills to train victim advocates in techniques to improve communication with the male victim. 4. The contractor shall inform participants about governmental and non-governmental resources regarding sustainable support systems for male survivors that are available to the participants outside of the National Guard. 2. The contractor shall provide bystander intervention training and learning techniques and strategies to prepare SARCs, VACs, and VAs to facilitate bystander intervention training for their specific states and wings. The learning objectives of this requirement are: 1. Participants shall learn the strategies predicated on the belief that individual safety is a community responsibility. 2. Participants shall be able to identify methods of safety interventions, including those in possibly high risk situations. 3. Participants shall learn how men and women can connect with emotional intelligence and their awareness for more effective interventions. 4. Participants shall demonstrate ways to engage others as active Bystanders 5. Participants shall be equipped with realistic, actionable, bystander intervention tools and techniques Instructions: 1.All responders must provide their full organizational name, CAGE code, DUNS number, complete address, full address, point of contact (POC), POC first and last name, POC telephone number and POC email address. 2.All responders should indicate any small business qualifications pertaining to North American Industry Classification System (NAICS) code 611430. 3.Interested sources should submit all capabilities, experiences, and/or qualifications electronically to the contracts specialist prior to Monday, 02 March 2015, 05:00 PM.
