- Draft Performance Work Statement This Presolicitation Notice is being posted in advance of Request for Quote(RFQ) No. M67854-15-Q-1005. The forthcoming RFQ will be issued, on the basis of full and open competition utilizing FAR Subpart 13.5 Test Program for Certain Commercial Items. Information contained in this notice is subject to change. NO QUOTES are being requested at this time. The Product Manager Reconnaissance and Amphibious Raids (PdM RAR) mission includes developing, demonstrating, procuring, fielding, and managing life-cycles for the Marine Corps Operating Forces' parachuting and aerial delivery systems. In order to carry out its mission, PdM RAR must test its parachute and aerial delivery systems and train its personnel. As such, PdM RAR has a need to establish a contract for paraloft facility support, airfield support services, aircraft support services, Emergency Medical Technician (EMT) support, and Vertical Wind Tunnel support to assist its parachute and aerial delivery systems testing and personnel training. The Government intends to award one Firm Fixed Price (FFP) Indefinite Delivery/ Indefinite Quantity (ID/IQ) contract to the Lowest Price Technically Acceptable (LPTA) responsible offeror. The contract period of performance will consist of a five (5) year ordering period. A draft Performance Work Statement (PWS) is attached. Interested Offerors are advised that all information and documents included in this announcement are considered to be in DRAFT form and are subject to change. The final versions will be released with the formal RFQ anticipated to be released by 9 March 2015. Offerors are instructed to hold all questions until the RFQ has been issued.
