- National Health and Nutrition Examination Survey-NHANES Genetics February 23, 2015 Solicitation Number: XYZZY-2015-RFI-NHANES Genetic Agency: Department of Health and Human Services Office: Centers for Disease Control and Prevention Notice Type: Request for Information/Sources Sought Please ensure that your e-mail response has "XYZZY-2015-RFI-NHANES Genetics" in the subject line. Any responses received after the specified deadline date and time will not be accepted or acknowledged. This is a request for information only. It is not a request for proposal and does not commit the Government to issue a solicitation, make an award, or pay any costs associated with responding to this announcement. All submitted information shall remain with the Government and will not be returned. Background: The National Health and Nutrition Examination Survey (NHANES) is a program of studies designed to assess the health and nutritional status of adults and children in the United States. The survey is unique in that it combines interviews and physical examinations. NHANES is a major program of the National Center for Health Statistics (NCHS). NCHS is a part of the Department of Health and Human Services (DHHS) and has the responsibility for producing vital and health statistics for the Nation. NHANES is overseen by the Division of Health and Nutrition Examination Surveys (DHNES). As part of the NHANES physical exams, blood is collected from participating sample persons. During several NHANES survey cycles, blood samples were collected for future genetics research during certain NHANES survey cycles. Currently, there are more than 20,000 DNA specimens. The NHANES DNA Bio-repository opened to researchers in 1999. Since then, multiple researchers have received specimens through the proposal process, and linked research results have been made available through the NCHS Research Data Center (RDC). The NHANES DNA Bio-repository closed in 2012 to review criteria for reporting of results. DHANES is now hoping to reopen its DNA Bio-repository for genetics research within the year. Accordingly, DNA specimens will need to be processed, stored and prepared for outside research use and maintained in a new molecular biology laboratory. NHANES Contract Evaluation Criteria: Interested parties are hereby notified that we the solicitation and all of its parts are to be openly competed. In the event of a Government solicitation for an NHANES contract, the evaluation criteria will most likely be based on the skills, experience, innovation, cost control, and past performance of each offeror in the corresponding area listed below. RFI Purpose: The purpose of this RFI is to obtain current and innovative ideas for DNA processing and storing, identify operational strategies for the logistics requirements (e.g. QA, inventory, shipping and receiving, etc.), and solicit industry comments and questions regarding a planned solicitation for DNA processing and storing. Information Requested: We ask that the responder address the following areas: 1) DNA Processing Provide a brief summary on your approach to assembling a complete set of DNA from an NHANES survey cycle, including the processes for measuring DNA concentrations, normalizing DNA, creating aliquots of DNA for outside researchers, and quality assurance procedures used to evaluate DNA integrity, minimize degradation, and assure sample order. Responses to questions regarding DNA processing are limited to four (4) pages, double-spaced, in Times New Roman 12 font, and 1" margins. Please include sufficient detail to demonstrate your capability in the corresponding functional area. Responses using multimedia or video are limited to twelve (12) minutes in duration. 2) Logistics Provide brief summary on your approach to managing the operational aspects of DNA processing and storage, including but not limited to: 1) storage; 2) packaging; 3) shipping and receiving; 4) inventory; and 5) destruction. Responses to questions regarding logistics are limited to four (4) pages, double-spaced, in Times New Roman 12 font, and 1" margins. Please include sufficient detail to demonstrate your capability in the corresponding functional area. Responses using multimedia or video are limited to twelve (12) minutes in duration. Requirement Summary: The objective of the of this requirement is to engage organizations to ensure DNA processing and storage can be performed on NHANES DNA specimens to support the DHANES Bio-repository program in 2015 and beyond.
