- Synopsis: The United States Army Corps of Engineers, Detroit District intends to specify brand name products on a sole source basis under the authority of FAR 6.302-1(a)(2)(ii)(A). Sole-source brands include Rockwell Automation, Inc. and Schweitzer Engineering Laboratories, Inc.. These brand name specifications are for new digital protective relays, motor control center (MCC) family of power equipment, corresponding software, and associated material necessary for complete integration of the MCCs. The new components will be used as part of the Fiscal Year 2015 St. Mary's Power Station Protective Relays & Station Service Upgrade Project located at the U.S. Army Corps of Engineers Detroit District, St. Mary's Falls Canal Facility, Sault Ste. Marie, Michigan. The project will include the removal and replacement of electrical monitoring and control systems within an operational 21.5 megawatt hydropower plant. Sole-source work elements include protective relays, motor control assemblies, and associated control and power cables. These components must be directly compatible with the existing equipment and embedded controls installed in the existing hydropower facility, and must provide complete compatibility with established prescribed requirements for on-hand replacement units and spare parts, training programs, and support software. All systems must furthermore be compliant with the Federal Information Security Management Act of 2002 (FISMA), as applied at the subject facility. The Government intends to specify Rockwell Automation and Schweitzer Engineering Laboratories components by brand name as follows in the forthcoming construction solicitation. A determination by the Government to specify these brand names, based upon responses to this notice, is solely within the discretion of the Government.
