Description

LSJ 'Green' Oil-less Shredders Synopsis FSS - Single Award Blanket Purchase Agreement February 23, 2015 The Federal Bureau of Investigation (FBI) intends to award a single source, fixed price Blanket Purchase Agreement with a base year and two (2) one year option periods against GSA FSS contract to Security Engineered Machinery (SEM), 4420B Lottsford Vista Road, Lanham, MD 20706. SEM will provide SEM Model 1201 CC Green Shredder (Zero Oil), and SEM Model 0202 Green Optical Media Shredder - Oil-less. Market Research efforts have indicated that SEM is the only manufacturer of "green" oil-less shredders. The SEM Shredders are on the NSA EPL which is required. This BPA is being established to procure the green shredders to support new offices being constructed and the replacement of obsolete/defunct equipment. SEM is the only source capable of providing the green (oil-less) shredders as they are the only manufacturer of the shredder. Utilization of the brand name shredders guarantees full compliance with the NSA EPL and the existing maintenance agreement the FBI has. Therefore, SEM is the only responsible provider and developer of the green shredders. The statutory authority permitting other than full and open competition is FAR 8.405-6(a)(1)(i)(B). This is not a request for competitive quotes; however interested sources who believe they can meet the requirements may submit a capability statement no later than February 27, 2015 at 10:00 a.m. to the point of contact for this notice. Information received as a result of this notice will be considered solely for the purpose of whether to conduct a competitive procurement and will be at the sole discretion of the Contracting Officer.
