Description

Combined Synopsis/Solicitation#: VA258-15-Q-0241 AMENDMENT#: A00004 The purpose of this amendment is to do the following: 1.To provide the answers to the following questions received from interested offerors: Questions received: Question 7: All of our medical personnel are Independent Contractors. Do they have to be employees of ours? Answer 7: No. However, they are considered as your subcontractors. Question 8: Being they are Independent Contractors, do we have to have Workers' Compensation Insurance for them? Answer 8: Again these Independent Contractors are your subcontractors, and as such there is no privity of contract between the Government and subcontractors of prime contractors. As a result, you will be required to procure the insurance that is required by the prime contract, which is the contract between your firm/company and the Government provided your company is awarded a contract. The Government does not provide legal advice to vendors/contractors; please consult your legal department. Question 9: As we are a medical staffing agency, can we submit a bid and are we eligible to submit a candidate for these services? Answer 9: Your Company can submit a bid as long as it is registered as a small business for NAICS code 561320 in SAM.gov since this requirement is a total small business set-aside under NAICS code 561320. If your company is registered within SAM.gov under NAICS code 561320 as a small business you can go ahead and submit candidate resumes for consideration to fulfil this requirement. Question 10: Is the unit cost by the hour? Answer 10: Please refer to the CLIN structure within Attachment A - Price/Cost Schedule for the units of issue for each CLIN (Contract Line Item Number). 2.All other terms and conditions remain unchanged.
