- Description
- The Electronic Combat Simulation and Evaluation Laboratory (ECSEL) at the Naval Air Warfare Center Weapons Division (NAWCWD), Point Mugu, CA intends to procure, on an other than full and open competition basis from AAI Corporation, 124 Industry LN, Hunt Valley, MD., 21030-3342, a five year, indefinite delivery indefinite quantity contract for the production of EW SITE systems comprised of the following components: Stimulus Cabinet, Synthetic Source Instruments, and Maintenance/Alignment Cabinet. The contract will also provide sub-system components for domestic and FMS customers. This procurement will result in expanded capabilities and allow the ECSEL to continue to efficiently develop and test current and future EW systems and capabilities in support of aircraft platform integration and test. EW SITE system supports System Configuration Sets (SCS)'s from multiple platforms and provides consistency with the Advanced Weapons Laboratory at China Lake, CA. This contract will also provide incidental services for on-call maintenance, repair and system upgrades, including replacement parts for existing systems as well as the newly acquired systems. Incidental services provided under this contract include: maintenance, training, upgrades, and repairs. In accordance with FAR 6.302-1(a)(2), only AAI Corporation is the sole developer and manufacturer of the existing EW SITE system that possesses the unique capability and expertise that can satisfy the minimum needs of the Government. Compatibility with the existing system is required to enable sharing of hardware components between existing threat simulators and leveraging of existing government-developed threat scenario software. The EW SITE systems being procured require the same threat radar file generation capability as the existing simulator. The EW SITE is the only system that performs all three types of Angle of Arrival generation, and has sufficient resolution to generate threats required for systems performing Specific Emitter Identification (SEI). AAI Corporation manufactures the only model of RF synthesizer compatible with the EW SITE system Radio Frequency threat simulator. The RF synthesizer is a proprietary item owned by AAI Corporation, and is not licensed to other manufacturers. The Government anticipates a June 2015 award.
