- The NAVSUP Fleet Logistics Center Norfolk, Philadelphia Contracting Office hereby gives notice of their intent to award a purchase order to EID Passport, Inc., (Cage Code: 1XF13) on a sole source basis. This procurement is being conducted as a commercial item acquisition in accordance with FAR Part 12 and FAR Subpart 13.5. Furthermore, this procurement is being processed as a sole source acquisition pursuant to the statutory authority permitting other than full and open competition is Section 4202 of the Clinger-Cohen Act of 1996 - a sole source acquisition under the authority of the test program for certain commercial items, as implemented by FAR 13.501(a). The applicable North American Industry Classification System [NAICS] code is 541690 with a size standard of $14M. The Government intends to solicit and negotiate with EID Passport, Inc. to acquire services for the Navy Commercial Access Control System (NCACS) in support of the Commander Navy Installations Command (CNIC). EID Passport, Inc. is the only known capable business source that has the immediate capability to support the NCACS Data Transfer. Market research has shown that there are no other organizations capable of providing the services for CNIC in the timeframe required. The award of a firm-fixed price order is anticipated. The period of performance will be six (6) months beginning 26 February 2015; with one (1) six-month option, ending 25 February 2015 if the option is exercised. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, proposal, or quotation, which, if received by the response date of this synopsis, will be considered. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
