Description
The Institute of Telecommunication Sciences (ITS) Measurement Division and the National Institute of Standards and Technology (NIST) are collaborating on RF propagation measurements. As part of this project the engineers at ITS are developing an approach to characterize and quantify the attenuation due to vegetation and buildings. As part of this research, we need to accurately determine the location and structural heights of the vegetation and buildings along the propagation path. One of the more accurate methods to obtain this information is to use data obtained by Light Detection and Ranging (LiDAR) equipment. We are looking for software companies to process LiDAR data (las files) for research. Software requirements must include the following: 1. Output data in triangulated irregular network (TIN) format 2. Output data in digital elevation model (DEM) format 3. Process 100 million or more data points within a few minutes In addition, software must process standard format LiDAR data (las files) to: 1. Verify data integrity of any las file, by checking overlap and alignment of flight lines, by checking elevations for a list of control points, and by removing duplicate points. 2. Find and distinguish buildings and vegetation. 3. Determine "bare earth" by identifying and removing buildings, vegetation, and other obstructions above ground. 4. Construct patch-based geometric (polyhedral) representations of ground, buildings, and vegetation. 5. Display information visually, in addition to providing quantitative outputs. 6. Allow user to view and output portions of the data, specified by geographic position. All interested parties that feel they can provide this service should forward their capabilities in writing to MWilliams@ntia.doc.gov. Please indicate your business size as well. This notice will close on Wednesday, February 25, 2015 by 3pm. Please this is a Sources Sought posting, not a Solicitation. Quotes are not required.
