- This is a pre-solicitation notice for the construction acquisition to Repair Aderholt Loop at Cannon AFB, New Mexico. Type of resultant contract is a Firm Fixed Price (FFP) contract. Work includes, but is not limited to, the replacement of two lanes of pavement that is in poor condition due to heavy construction traffic, demolition, minor grading, and Hot Mix Asphalt (HMA) paving and seeding.The estimated magnitude of this project is between $5,000,000.00 and $10,000,000.00. The resultant contract will be awarded to the responsible bidder who provides the Government with the Lowest Price based on the price related factors in FAR 14.201-8. Solicitation number FA4855-15-B-0009 is being issued as an Invitation for Bid (IFB). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-78. All applicable provision and clauses are included in the actual solicitation. This electronic announcement constitutes the only pre-solicitation notice being issued. The solicitation is expected to be issued on or after 09 March 2015. The closing date and time for submission of bids as well as the date and time for pre-bid conference will be contained in the solicitation package, which will be made available on Electronic Posting System (EPS) government point of entry (GPE) web site at http://www.fedbizopps.gov at that time. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Potential offerors MUST register at http://www.fedbizopps.gov in order to receive notification and/or changes to the solicitation. Contractor MUST be registered in the System for Award Management (SAM) database and completed Online Representations and Certifications or his/her proposal will not be considered. Further information on the SAM web site https://www.sam.gov/portal/public/SAM/. This acquisition has been set aside 100% for Small Business Firms, all others will be deemed non responsive. The North American Industry Classification System (NAICS) code is 237310 Highway, Street, and Bridge Construction, and the small business size standard is $36.5 Million. NO PARTIAL BIDS WILL BE CONSIDERED. NO PARTIAL AWARDS WILL BE MADE. Please acknowledge all requirements of the solicitation in bid.
