Description

THIS IS A SOURCES SOUGHT NOTICE. NO SOLICITATION IS AVAILBLE. Syracuse VA Medical Center is in the acquisition planning stage for air monitoring and testing services during asbestos abatements using NAICS code of 543180. The purpose of this announcement is to identify Small Business Concerns with the capability to perform air monitoring and testing services during asbestos abatements. (a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. (b) Any response will be treated as information only. It shall not be used as a proposal. (c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as "proprietary" or "confidential," intended to restrict distribution will not be distributed outside of the Government, except as required by law. (d) This Sources Sought is issued by the Syracuse VA Medical Center, Syracuse NY for the purpose of collecting information about the interest and capabilities to provide air monitoring and testing services during asbestos abatements. This project shall include the following tasks but not be limited to the following: GENERAL DESCRIPTION: The contractor shall provide all labor, material, tools, equipment, transportation, and qualified supervision to perform the necessary monitoring, inspection, testing, and other support services to ensure that VA patients, employees, and visitors will not be adversely affected by the abatement work, and that the abatement work proceeds in accordance with these specifications, that the abated areas or abated buildings have been successfully decontaminated. They will assure quality; resolve problems; and prevent the spread of contamination beyond the regulated area. In addition, including performing the final inspection and testing to determine whether the regulated area or building has been adequately decontaminated. All air monitoring is to be done utilizing PCM/TEM. The Contractor will perform the following tasks: 1. Task 1: Establish background levels before abatement begins by collecting background samples. Retain samples for possible TEM analysis. 2. Task 2: Perform continuous air monitoring, inspection, and testing outside the regulated area during actual abatement work to detect any faults in the regulated area isolation and any adverse impact on the surroundings from regulated area activities. 3. Task 3: Perform unannounced visits to spot check overall compliance of work with contract/specifications. These visits may include any inspection, monitoring, and testing inside and outside the regulated area and all aspects of the operation except personnel monitoring. 4. Task 4: Provide support to the VA representative such as evaluation of submittals from the Contractor, resolution of unforeseen developments, review and approval of contractor work plan, etc. 5. Task 5: Perform, in the presence of the VA representative, final inspection and testing of a decontaminated regulated area or building at the conclusion of the abatement and clean-up work to certify compliance with all regulations and the VA requirements/specifications. 6. Task 6: Issue certificate of decontamination for each regulated area or building and project report. e.) For purpose of establishing the rough anticipated order of magnitude for this procurement, the following quantities are provided; subject to change at time of solicitation if one is released: a.7500 SF of asbestos containing materials (ACM) mastic/floor tile b.550 LF of ACM Pipe insulation in existing pipe chases. (2) Type of business such as Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, 8(a), Small Business, Women-Owned Small Business, Hub Zone Small Business, Small Disadvantaged Business, large business, etc. Responses shall be provided via email to the Contracting Specialist at sandra.fisher3@va.gov as soon as possible but no later than 4:30 PM EST, Friday February 06, 2015. QUESTIONS WILL NOT BE ENTERTAINED AS THIS IS SOURCES SOUGHT NOTICE ONLY. No solicitation document is available at this time. This is not intended to serve as a pre-solicitation notice. This is a sources sought notice for market research purposes only. Vendors interested in providing an offer will have to respond to a solicitation announcement that shall be published separately if one is released.
