- Description
- The Air Force Nuclear Weapons Center at Kirtland AFB is considering 6 additional months of service and adding within scope effort of updating manuals to FA9401-13-C-0012, AEM. The current contractor is AEM Services, Inc. 1785 Queen Palm Way, North Port, FL 34288-8655. The period of performance will be extended by six months from 2 APR 13 - 1 APR 15 to 2 APR 13 - 30 SEP 15. The fundamental objective of this effort is for the contractor to provide technical support to the Arsenal Exchange Model (AEM), update all model documentation, and provide training to government personnel in the use of AEM. The contractor will also be required to assist government personnel in performing analysis with AEM. Some travel will be required. The Contractor will maintain a TOP SECRET//RESTRICTED DATA//CRITICAL NUCLEAR WEAPONS DATA clearance for access to weapon output data and other relevant information throughout the period of performance of the contract. The contractor must adhere to all ITAR requirements. At this time the government is unsure what the future requirements, if any, will be. The government believes this is a sole source effort IAW FAR 6.302-1(a)(2)(ii). The personnel of AEM Services, Inc. has been providing software upgrades, training and manual updates to the government for over 24 years. If the government does not use AEM Services, Inc. to support AEM, it would cause substantial duplication of cost to the government to train another source to gain the same level of expertise as has already been achieved by AEM Services Inc. Please email Statement of Capabilities (SOC), not to exceed 6 pages, to the contracting officer NLT 3 MAR 15. In the SOC please address how your company can overcome the government's sole source rationale and can satisfy the technical requirement. THIS IS NOT A REQUEST FOR PROPOSAL.
