- Operations and Maintenance Spec 03032014(2) Custodial Spec version 1.6 (3) Master Inventory Form REVISED 2105-93 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY for the purpose of exploring alternative solutions and determining industry standards for operations and maintenance services and custodial services in government facilities. In accordance with FAR 15.201 (e), the information requested is for planning purposes only and is not intended to bind the Government. This is not a Request for Proposals (RFP), Invitation for Bid (IFB) or an obligation on the part of the Government to acquire any services. The information provided in the RFI is subject to change. The General Services Administration has not made a commitment to procure any of the services discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The Government reserves the right to determine how it should proceed as a result of this notice. Furthermore, those who respond to this RFI should not anticipate feedback with regard to its submission. The Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. Description: GSA is seeking information from industry in the areas of Operation and Maintenance Services, and Custodial Services to reduce costs with minimal impact to the satisfaction of the tenants. We are seeking expert solutions that may result in changes to the attached scope of work that would achieve substantial costs savings. Some examples are reducing required reports, more streamlined maintenance programs, PM frequencies, or which requirements can be eliminated or reduced? To your knowledge how often has GSA provided feedback saying how we use reports, or how we benefited from them? How can current installed technology reduce staff levels? How big of a risk is the $2500 repair threshold? What risks currently born by the contractor, can be shifted back to GSA? GSA is open to any suggestions for modifying or eliminating requirements per the scope of work. If you would like to provide us with a commercial statement of work that you feel is comparable and would yield the same outcome, please provide a copy to us. We appreciate your time and effort in responding to this request for information. Requested Information The response to this RFI will be in writing submitted to the point of contact below. Any individual or institution may respond to this RFI, and there is no limit on the number of responses that an individual or institution may submit. The response should contain the following information: -- Name of submitter and contact information (institutional affiliation, E-mail address). -- Cite specific sections and page numbers in the attached documents with recommended revisions. -- Key aspects and description of the revised technical approach to delivering these services. -- Identification of potential synergies between GSA and service contractors that could offer opportunities for cost reductions. Submissions to this RFI are due by 4:00 pm CST, 9 March 2015 GSA recognizes the need to protect proprietary information and does not intend to broadly disseminate the RFI responses. RFI responses should be clearly marked proprietary information. It is emphasized that this RFI is for planning and information purposes only and is NOT to be construed as a commitment by the Government to enter into a contractual agreement, nor will the Government pay for information solicited. If GSA decides to proceed with a new procurement or announcement, we will synopsize our intent on FedBizOpps. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in FedBizOpps. It is the interested party's responsibility to monitor this site for the release of any solicitation or synopsis. A conference call will be scheduled for 10:00 am CST, 2 March 2015 where subject matter experts will provide a summary of this RFI and to answer questions. All interested parties should request the conference line number from the point of contact below. Otherwise, all questions concerning this Request for Information should be submitted in writing and addressed to the contact below.
