- Request for Industry Information Background: The NOAA Diving Center located in Seattle, Washington currently trains approximately 50 divers and divemasters per year at their Sand Point facility. The first week of training, which is largely underwater equipment familiarization, is conducted in a swimming pool. The NOAA Diving Center does not have an aquatic training facility and therefore must rent local pools. Given the constraints associated with many other pool users in a large city, the Diving Center has been limited in its training capacity and options. At present we have contracted for one week of local community pool usage in the spring and one week in the fall. These times are coincident with the week prior to the pool opening for the season and the week after the pool closes for the season. The NOAA Diving Center is therefore forced to design our training classes around pool availability. In order to increase our training capacity or expand our training options we require an aquatic training facility that is more readily available or purpose built for our use. Facility Requirements: 1. Design & Build Pool Mandatory Design & Build Requirements • Indoor/enclosed for year-round training options. • At least 75 feet in length and 50 feet width. • Must have shallow (3-4 ft) and deep (12-15 ft) areas. • Salt water used. • Must have adequate filtration system for clear (> 25 ft) visibility. • Four ladders for diver egress (2 shallow and 2 deep). • Onsite parking for up to 15 vehicles with at least 10 ft by 10 ft area to load and unload dive gear. • Water environmentally controlled to approximately 84 degrees F. • Male and female locker rooms with capacity for 15 persons each and with restrooms on site. • Water fountain for diver hydration on site. • At least 10 ft of perimeter deck space for equipment staging and emergency response. • At least a 100-square-foot office space with table and 6 chairs for instructors. • At least 100 square feet of secure, lockable, overnight storage for dive and support gear. • Must allow aluminum scuba cylinders, lead weights, lift bags, rescue equipment, and small tools. o Aluminum cylinders are 80 cu in standard size 20 lb (when full) air cylinders. o Lead weights range in sizes from 1 to 10lbs and are carried in weight belts around the student's waist. o Lift bags are small 1ft by 3ft heavy duty plastic bags that are filled with air by divers to practice lifting objects off the bottom. o Rescue equipment is standard pool equipment like backboards, oxygen kits, AED. • Facility must accept government coverage for liability. Design & Build Desired Features: • Located within 10 miles (and 20 minutes) of the NOAA Sand Point facility. • Overhead crane capable of 1-ton loads reaching deep areas of the pool for launch and recovery of unmanned systems. • Protected clean power and internet connectivity for testing, programming, and controlling unmanned systems. 2. Leased Pool Mandatory Lease Requirements • Some or all of the requirements for the Design and Build alternative. • Available for dedicated use (no other activities) for 6-8 weeks spread throughout the year. • Must have sole use of facility during training sessions. • No lifeguards on duty during training sessions. • Facility must accept government coverage for liability. Desired Lease Requirements • Located within 10 miles (and 20 minutes) of the NOAA Sand Point facility. • Available for 4-6 hour time periods with a 1-2 week advance notice. • Overhead crane capable of 1-ton loads reaching deep areas of the pool for launch and recovery of unmanned systems. • Protected clean power and internet connectivity for testing, programming, and controlling unmanned systems.
