Description
The Department of Homeland Security (DHS) intends to issue sole-source solicitations to Computer Sciences Corporation and Hewlett Packard Enterprise Services, LLC to maintain continuity of services at DHS Data Centers 1 and 2 during DHS's transition to the Enterprise Computing Services (ECS) model of data center support. DHS anticipates awarding the resultant contract for support at Data Center 1 to Computer Sciences Corporation in June 2015 with a six month base period of performance and four (4) 12 month option periods beginning on January 1, 2016. DHS anticipates awarding the resultant contract for support at Data Center 2 to Hewlett Packard Enterprise Services, LLC in March 2015 with a base year period of performance and four (4) 12 month option periods beginning in June 2015. DHS is continuing its transition from its existing data center support model to the ECS model as described in the Special Notice posted with a tracking number of HSHQDC-15-ECS. DHS awarded the competitive ECS Independent Validation and Verification contract in December 2014 and is actively developing the requirements for the remaining ECS pilot, proof of concept, and prototype acquisitions. The ECS pilot, proof of concept, and prototype acquisitions are anticipated to last from six months to three years each. Based on the Department's projections, transitioning to the new ECS model of support will take up to two years following the conclusion of the pilot, proof of concept, and prototype acquisitions, which necessitates the sole source action described in this notice (please refer to the aforementioned FedBizOpps Special Notice HSHQDC-15-ECS). DHS Data Center 1 is government owned and has been contractor operated by Computer Sciences Corporation since July 2008 under task order HSHQDC-06-D-00021/HSHQDC-08-J-00169. DHS Data Center 2 has been contractor owned and operated by Hewlett Packard Enterprise Services, LLC since September 2007 under task order HSHQDC-06-D-00032/HSHQDC-07-J-00515. Both task orders were competitively awarded via DHS's Enterprise Acquisition Gateway for Leading Edge Solutions (EAGLE) multiple award contract. Issuing sole-source solicitations and contracts to Computer Sciences Corporation and Hewlett Packard Enterprise Services, LLC to continue services during the ECS transition process is necessary to maintain continuity of mission critical services. A break in or disruption of service due to a rushed transition would have catastrophic impact on the Department's mission and the safety of the American public. The contemplated sole source contracts will provide uninterrupted support during the ECS pilot, proof of concept, and prototype period to allow for transition to the competitively awarded ECS solution. The proposed contract actions are for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete these proposed contracts based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct competitive procurements. A Justification and Approval for Other than Full and Open Competition in accordance with 41 U.S.C. 3304(a)(1) will be posted within 15 days after the first contract award.
