Description
The Army Contracting Command - New Jersey (ACC-NJ), on behalf of the Program Management Office - Close Combat Systems (PM-CCS,) is releasing this special notice to inform interested parties of an Industry Day for a Deep-Range employed Networked Obstacle that denies the enemy terrain and freedom of action while allowing friendly forces to maneuver freely within the same battlespace. The Area Denial capability will be required to provide Man-in-the-Loop (MITL) controlled scalable effects against mounted and dismounted enemy forces that disrupt, turn, fix, or block their ability to maneuver. Some areas of interest are munitions, sensors, data management, command & control, and communications. Munition capabilities include networked munitions, non-persistent lethal, non-lethal, and scalable effects, low collateral self destruct, and breaching deterrents. Innovative deployable networked sensor and sensor fusion technologies to facilitate the detection, identification and classification of targets may be considered. Secure short & long range wireless communications concepts and technologies to support command and control of the integrated networked system may be necessary for deep deployed solutions. Additional supporting technologies of interest include but are not limited to improved power sources and power management systems, geo-locating and orienting capabilities, delivery and dispersion mechanisms, distributed fuzing, tamper detection and anti-jamming. This is not a notice for a solicitation. This is not a Request for Proposal or Request for White Papers. This Special Notice is to cordially invite industry partners to attend the Industry Day to be held: Date: 5 March 2015 Time: 9:30 am Location: Sheraton Parsippany Hotel; Parsippany, NJ The purpose of Industry Day is to inform industry of the need for novel Deep Delivered Area Denial solutions and to facilitate knowledge sharing on the current state of critical technologies. This industry day will immediately follow the National Armaments Consortium (NAC) General Membership Meeting. The Government intends to release a Request for Ordinance Technology Initiatives (ROTI) through the Defense Ordinance Technology Consortium (DOTC) to the National Armaments Consortium (NAC) inclusive of this technology gap. The Industry Day is open to all U.S. Contractors. A NAC membership will be required to respond to the ROTI but is not required to attend this Industry Day. The Industry Day will be unclassified. Information discussed during Industry Day will help shape a strategy, and to identify potential industry partners for a probable long-term programmatic effort beginning in FY16. In addition to Industry Day, interested parties may sign up for one-on-one sessions, lasting no more than forty-five (45) minutes to obtain clarification on any information provided during the course of Industry Day. These sessions may also be used for company proprietary capability briefs relevant to this emerging requirement. One-on-one sessions will be scheduled during the Industry Day on 5 March and will be held at Picatinny Arsenal on 6 March. Further instructions on the One-on-One Sessions will be given at the introduction of the Industry Day. All interested parties intending on attending the Industry Day must identify who will be attending Industry Day, and if applicable, the one-on-one session to allow for security notification and sufficient seating arrangements. Each party is limited to three (3) representatives from each organization. Interested parties shall submit their organization name, as well as, the names of each individual planning on attending no later than 1200 4 March 2015. This information shall be submitted to, Steven Ghazi, steven.s.ghazi.civ@mail.mil. The Government does not intend to award a contract on the basis of this special notice or the Industry Day discussions or responses. The Government will not pay for any costs incurred as a result of this special notice, to include costs associated with attending the Industry Day.
