- This request is for market research purposes only - not a request for proposals. Large businesses please do not respond. The General Services Administration (GSA) in Fort Worth, Texas, is attempting to determine if there are any Small Businesses in the following small business classifications qualified to perform the services described below: Small Business, Small Disadvantaged Business, 8(a) Small Business, Woman Owned Small Business, Veteran Owned Small Business, HUB-Zone Small Business, Service Disabled Veteran Owned. The GSA plans to issue a solicitation resulting in a contract to provide valuation consulting appraisal services for minerals test case for property located at 501 West Felix Street, Fort Worth, Tarrant County, Texas, GSA #TX 1080. The estimated contract value is less than $25K. The contract requirements will consist of conducting appraisal services and providing a report that contains the following: 1) An estimate of Fair Market Value for the mineral estate of the 262 acre property, which includes an analysis of the oil and gas reserves; 2) An estimate of "Fair Market Value" for the mineral estate of the 75 acre subject property, which includes an analysis of the subject's oil and gas reserves; 3) An estimate of "Use Value" (UV) for the 75 acre subject tract; 4) An estimate of Use Value of the subject 262 acres to the owners of abutting tracts; 5) "Fair Market Value" estimate as-if the 262 acre subject tract were offered for lease. The entire tract is 262 acres and 75 acres is within or part of the 262 acre tract; 6) Consulting services regarding potential purchasers, upstream petroleum, bonuses, production of wells in proximity to the subject, area mining area, and typical lease terms; and 7) A discussion of the location, feasibility and value of a pad site on the excess/surplus land, etc. This assignment is to be performed by professional appraiser(s) and consultant(s) with experience and expertise in minerals evaluation and valuation. The principal appraiser must be a State Certified Real Estate Appraiser with experience in valuation of mineral interests including properties with the potential for oil and gas production or mining operations. To the extent practicable, this consulting assignment shall be prepared in accordance with the Uniform Standards of Professional Appraisal Practice (USPAP) and other industry guidance related to the appraisal of mineral rights.
