- Draft Statement of Work - Combative Skills Training This announcement constitutes a Sources Sought Synopsis (market survey). This is not a request for quote (RFQ) or a request for proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Government will not pay for any cost incurred in responding to this announcement. Any information submitted by respondents to this Sources Sought synopsis shall be voluntary. This Sources Sought Notice is for Market Research purposes only. The information submitted in response to the Sources Sought Notice will not be utilized to determine vendor standing in any future/potential Request for Quote/Request for Proposal, nor will it be utilized to determine if a vendor is qualified to submit a Request for Quote/Request for Proposal for any future/potential requirement. The notice and the information received shall not be used to determine how well respondents can perform a requirement, which can only be evaluated in response to a solicitation. Vendors will not receive formal notification or feedback on any information submitted in this Sources Sought request. All future/proposed submissions/solicitations requirements solicited on a Government Point of Entry will be evaluated independent of any information submitted in response to this Sources Sought Notice. No vendor will be provided information on solicitations issued on a Government Point of Entry based on this Sources Sought request. This Sources Sought Notice is relative to the NAICS code 611430. The Small Business size standard for this NAICS code is $11M. Large and Small Businesses are invited to answer this market survey to determine market capabilities. Hurlburt Field, FL, is conducting market research to determine the existence of potential sources and additional disciplines to provide combative training. The potential requirement will consist of the contractor providing all of the following: Specific tasks Instructors must be prepared to travel with teams to conduct off-site combative training at temporary duty locations within the United States with reasonable notice (~2 weeks) approximately 4 times a year for up to 1 week at a time. Instructors should be available to teach self-defense and sexual assault prevention courses to unit members, spouses, and dependents on a quarterly basis. Instructors should be prepared to test and evaluate Special Tactics personnel in combative skills at the direction of the squadron commander and provide the commander a professional report on the combative readiness of the ST personnel in the unit. The contractor shall provide four hours of training per class per calendar week (See paragraph 1.7). The training blocks will be conducted based off the quarterly training schedule that is agreed upon by both parties (contractor and supported unit). The contractor shall submit the agreed upon quarterly training schedule that covers all classes, offsite training, and guest instructors to the Director of Operation or Representative, NLT the month prior to the beginning of each quarterly training cycle. The contractor shall not deviate from their approved schedule without prior approval from the unit Commander or Representative. The combative lead local instructor will coordinate advanced training in specific disciplines on request of the Squadron Commander as often as twice a year for a 3-5 day period. Examples include, but are not limited to: knife fighting, world champion martial artist, (Judo, Jui Jitsu, Karate, and MMA), Mixed Martial Arts professional fighter, etc. The cost of the guest instructor will be paid for by the inviting commander but is considered to be included in this statement of work. Minimum Training requirements: All techniques must be taught with and without body armor Gaining and maintaining dominate body position standing and on the ground Returning to standing position and creating space to employ weapons systems Basic submission techniques-chokes and joint manipulation Edged weapon offense/defense and disarmament Weapon retention and disarmament (carbine/pistol) Closing the distance and setting up for a takedown/cuffing Basic takedown techniques Defense to common attacks (front/rear chokes, strikes, push) Basic striking CQB Scenarios with belligerent noncombatants & combatants Detainee control and cuffing We are also looking for additional disciplines not listed above. If you can provide additional disciplines please identify those in any response given to this sources sought notice. Locations to be trained: Government Furnished Facility. 21 STS - At Pope Army Airfield NC, 21 STS facilities, Building 180 (adjacent to the Pope Control Tower). 22 STS, 17 STS Det 2 - At Joint Base Lewis McCord WA, 22 STS facilities, Building 315 and 304. 26 STS - At Cannon AFB NM, 26STS facilities, Hangar 125. Contractor Furnished Facility. 17 STS Ft Benning, GA 17 STS Det 1 Savannah, GA 23 STS, 720 STG, 720 OSS Hurlburt Field - Fort Walton Beach FL NOTE: Please submit electronic response indicating capability to supply the aforementioned service(s) via line card or published description (no more than 3 pages) as well as POC (name, telephone # and email address) along with contractor's CAGE, DUNS, and the physical location of your facility to the individuals listed within this notice. All work shall be performed at the contractor's facility. This request may not directly lead to a Request for Quotation/Proposal. Deadline for submission is 2:00 p.m. CST, 5 Mar 2015.
