- The Space and Naval Warfare Systems Command (SPAWAR HQ), in support of the Fleet Readiness Directorate (FRD), intends to award a sole source follow-on contract for the repair and refurbishments of the Extremely High Frequency (EHF) AN/USC-38(V)4/9 and Super High Frequency (SHF) AN/WSC-6(V)5/7/9 Antenna Pedestal Groups (APGs), under the authority of U.S.C 2304(c)(1) and FAR 6.302-1, Only One Responsible Source, to BTP Systems, LLC, 290 Moody St, Ludlow, MA 01056. The proposed contract will be a five-year (one base year plus four one-year options) Firm-Fixed-Price (FFP)/Cost Plus Fixed Fee (CPFF) contract to allow for the procurement of APG repair and refurbishment efforts for the EHF and SHF Satellite Communication (SATCOM) terminals deployed on surface ships. Defined baseline APG repair and refurbishment efforts will be procured on a Firm Fixed Price (FFP) basis; unique repairs that fall outside baseline repair and refurbishment efforts will be procured on a Cost Plus Fixed Fee (CPFF) basis. Incidental material and Other Direct Costs (ODCs) will be procured on a cost only basis. FAR Part 15, Contracting by Negotiation, will be utilized. The total estimated value of the follow-on contract is $4.26M. The AN/USC-38(V)4/9 terminals support the Navy's EHF SATCOM Program (NESP) and provide highly reliable tactical and strategic communication services to U.S. Navy, U.S. Marine Corps, and joint elements ashore and afloat. The AN/WSC-6(V)5/7/9 wideband SHF Shipboard SATCOM terminals provide communication access to the Defense Satellite Communications System (DSCS) and Wideband Global SATCOM (WGS). The Antenna Pedestal Group provides the NESP and SHF SATCOM Terminals with the ability to maintain constant tracking of the satellite during ship motion while transmitting and receiving RF signals to and from satellites. The EHF and SHF antenna pedestal repair, refurbishment effort will restore antenna pedestal performance necessary for operation in the shipboard environment. BTP is the only source with the requisite technical expertise to consistently provide high-quality APG repairs to sustain reliable EHF and SHF SATCOM terminal tracking performance for the Fleet without unacceptable delay when the current contract expires in August 2015. Any delay in support of the EHF AN/USC-38(V)4/9 and SHF AN/WSC-6(V)5/7/9 programs is unacceptable and would potentially result in Navy ships deploying without possessing a critical communications capability necessary to accomplish assigned missions. A Request for Information (RFI), SPAWAR Headquarters MKTSVY F7C3E dated 06 October 2014, was conducted for market research purposes. BTP Systems, a Small business, was the only company that responded to the RFI. The Government's analysis of the RFI response indicated that only BTP Systems could meet all of the EHF and SHF antenna repair and refurbishment requirements. Therefore, it was recommended the EHF/SHF APG repair and refurbishment contract be awarded on a sole source basis to BTP Systems. The SPAWAR small business office reviewed the RFI analysis and concurred with the decision not to set aside this effort. The NAICS code for this procurement is 334220.
