Description
DO NOT CONTACT POSTER M.RODRIGUEZ-GIST JR FOR ANY INFORMATION CONTACT: Stanley Chan, Electronic Engineer, 443-395-6233 Stanley.U.Chan.civ@mail.mil or Stanley.U.Chan@us.army.mil This is a market survey to locate additional sources of supply for two SINCGARS Circuit Card Assemblies (CCAs), to include NSN 5998-01-455- 9639, Part Number A3331822-1, CCA-RF and NSN 5998-01-455-9650, Part Number A3331837-1, CCA-Synthesizer. These items are component of the Single Channel Ground and Airborne Radio System (SINCGARS) Advanced System Improvement Program (ASIP) model Receiver-transmitters, RT-1523E, RT-1523F and RT-1523G. The complete Technical Data Packages (TDPs)for these items the Government possesses are incomplete because some drawings that are required for manufacturing these items are not available from the Government and some test equipment that are required for conducting the acceptance test of these items are proprietary or are not identified in the TDPs. For example, The Master Pattern for the CCA-RF is not available from the Government; the test interface that is required to conduct certain acceptance test for CCA-Synthesizer is proprietary to Exelis and the Automatic Test Interface that is required for certain Acceptance Test for CCA-RF, is not identified in the specification. Exelis Inc. is the Original Equipment Manufacturer of these items and the only source has previously supplied these items to the Government. The Government is seeking the sources of supply who have capability for manufacturing these items with the incomplete TDPs and meeting the monthly demands of up to 250 per month for each items. Interested sources shall demonstrate their ability for configuration management, to include but not limited to, correcting the drawing deficiencies and discrepancies; fixing the incomplete TDPs; building up the test fixtures for the require acceptance test; managing the obsolescence; performing the redesign effort if required and etc. Interested sources shall demonstrate their ability meeting the delivery requirements. Deliveries must begin within 9 months of contract award to include completion of First Article Testing (FAT) to satisfy Army sustainment requirements. Sources capable of providing these items in accordance with the Governments requirements, to include the required delivery schedule, must send a response describing in detail their ability meeting the Government requirements. Response shall be submitting in writing through email to U.S. ARMY CECOM, ATTN: RDER-PRC-TR (Stanley Chan) at Stanley.U.Chan.civ@mail.mil or Stanley.U.Chan@us.army.mil. The response MUST include documentation to demonstrate the interested sources' capability of supplying these items, and copy of purchasing order if the supplier was a vendor to the listed source or a statement from listed source demonstrating that the supplier can, in fact, supply the Army with a unit that will be physically and functionally interchangeable and interoperable with the existing SINCGARS. Successful supplier may be required to warrant that the item supplied will satisfactorily perform when used for the purpose intended by the Army and that will be delivered on time. Pertinent information received from this market survey will be evaluated by the Government technical personnel for the purpose of planning. The Government will not reimburse interested sources or responders to this notice for any information received and any costs incurred in responding, or for subsequent exchanges of information. Information submitted does not constitute a proposal and is not to be construed as a commitment by the Government, but will be considered an exchange of capabilities and ideas. Responses to this notice must be submitted no later than close of business March 05, 2015.
