Description
The US Army RDECOM-ARDEC in collaboration with RDECOM-CERDEC is seeking sources with affordable technology for measurement of downrange crosswind (and preferably range wind) from a remote location. Applications require establishing a profile of wind velocity and direction (preferably range-resolved) for the line-of-sight path (preferably non-line-of-sight ballistic projectile path) between sensing location and a target at an unknown range of up to 4000m under day and night conditions. Wind measurement system should be modular to allow integration with primary optical sight as aiming device through sampling path. Methods to establish system calibration (i.e. alignment to host optical sight) should be facilitated using an integrated camera or external calibration tool. Downrange wind velocity and direction should at a minimum be reported through a standard communication interface as an effective crosswind value but preferably in regular, user selectable, discrete intervals of 100m or less up to target range. Wind data will be used as input for ballistic correction computation to achieve more precise target engagement. Target weapon platforms may include precision small, medium, and large caliber direct fire systems as well as grenade, mortar, and artillery indirect fire systems. Wind measurement system should be available as an open-frame modular device (Original Equipment Manufacturer - OEM) with defined accessible electrical interconnects for power and communication as well as mechanical mounting points for integration into a higher level optical sighting system. Same system should also be available in a rugged enclosure for assisted standalone operation while mounted to a weapon platform via MIL-STD-1913 compatible accessory rail. System should provide sunlight readable digital display that presents system status and effective wind velocity and direction for various small, medium, or large caliber weapon systems. Wind measurement should be triggered through both press of a pushbutton and command issued through communication link. System should provide hermetically sealable compartment for batteries and miniature receptacle(s) for wired communication and external auxiliary power supply. The following performance characteristics are desired: OPTICAL - Crosswind measurement effective range: - Day: 0-1500m (T) 0-4000m (O) - Night: 0-700m (T) 0-4000m (O) - Crosswind measurement accuracy: - 0m to 500m Accuracy: +/-0.2 m/s - 501m to 1000m Accuracy: +/-0.3 m/s - 1001m to 1500m Accuracy: +/-0.5 m/s - 1501m to 4000m Accuracy: +/-1 m/s - Crosswind velocity range: up to +/-15m/s (T) +/-18ms (O) - Target assumptions: 0-1500m E-silhouette type, 1501-4000m 2.3 x 2.3 meter NATO standard target; 20% Reflectivity - Atmospheric conditions: 5km to Unlimited Visibility (T) 0.5km to Unlimited Visibility (O) PHYSICAL (applicable to assisted standalone only) - Size: 15.2cm x 10.2cm x 6.4cm (L x W x H) - Weight: less than 0.7kg with batteries - Boresight Adjustment Range: 5mRad range for azimuth and elevation (reference to rail) - Boresight Adjustment Increment: 0.1mRad for azimuth and elevation - Boresight Retention (Weapon Shock): less than 0.145mRad through 1000 firing events - Boresight Retention (Reattachment): less than 0.145mRad through 20 cycles - Drop: 4ft onto 2 quote mark plywood-covered concrete - Operational Temperature: -20 to 49degC plus solar loading - Water Immersion: 1m for 30min INTERFACE - Mechanical: MIL-STD-1913 rail (applicable to assisted standalone only) - Power: CR123 Batteries; Sufficient power for 200 range/wind interrogations over period of 96 hours - Communication: RS-232, USB 2.0, and/or Ethernet - Readout units: User selectable; m/s or mph (wind speed), m (range) - Measurement time: 1 sec (T) 0.25 sec (O) State of technology should at a minimum be at Technology Readiness Level (TRL) 4 with plan to advance to TRL 6 within two (2) years. Interested companies should demonstrate they possess existing hardware similar or adaptable to specified characteristics with the capability necessary to develop and deliver the wind measurement module either in the form of a technical data package (preferred) or limited production. Responses should include applicable FSC and / or PSC codes, any current GSA schedule contracts, as well as any available specifications, brochures, manuals, reports, demonstration video and other technical data. In addition, please provide the firm's name and address, point of contact with telephone number and email address, and size of business (small/large).
