- BPA No. HSCEC7-10-A-00008 was awarded on 12/14/2009 to FJC Security Services, Inc. against GSA Schedule # GS-07F-5323P for protective security officer services in South Texas for the period of 03/01/2010 through 02/28/2015. The current BPA Ordering Period 5 is set to expire on 02/28/2015. This acquisition is being conducted under the authority of the Multiple Award Schedule Program in accordance with FAR 8.405-6, "Limited sources justification and approval." The proposed 6 month BPA extension is to acquire continued PSO services from March 1, 2015 through August 31, 2015 at an approximate value of $8,814,324.72. In accordance with FAR 8.405-6(a)(1)(i)(B), the circumstance restricting competition for this acquisition is there is only one source capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialist. The Department of Homeland Security (DHS), Federal Protective Service (FPS) has a requirement to secure on a limited source basis in acquiring a continuous Protective Security Officers (PSO) services in South Texas area until award of a competitive follow-on contract is made and completed. The six month period shall allow the Government the necessary time to conduct discussions, adequately document its source selection, issue the award and allow for the 120 day transition. This LSJ is to acquire continued PSO services from FJC Security Services, Inc.
