Point of Contact: Contract Specialist Caroline Mueller at caroline.b.mueller@usace.army.mil US Army Corps of Engineers (USACE), Seattle District, is seeking interested business sources for a construction project titled: Lake Washington Ship Canal Pump Plant Rehabilitation. Proposed project will be a firm fixed-price construction project. Construction magnitude is estimated to be between $5 Million and $10 Million. 100 percent payment and performance bonds will be required. The North American Industry Classification System (NAICS) code for this project is 237990, Other Heavy and Civil Engineering Construction, and the associated small business size standard is $36,500,000 in average annual receipts. This sources-sought announcement is a tool to identify businesses with the capability to accomplish the work and is for information/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. The type of solicitation to be issued will depend upon information received in response to this sources sought announcement. No reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow up information. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. This is not a request to be placed on a solicitation mailing list and is not to be construed as a commitment by the Government. The results of this survey will be considered to be in effect for a period of one year from the date of this notice. Summary of Scope of Work (SOW): OVERVIEW: U.S. Army Corps of Engineers (USACE), Seattle District, requires replacement of dewatering pumps and related components at the Lake Washington Ship Canal. Work includes upgrades to both small lock dewatering pump (80hp) and two large lock dewatering pumps (310hp each). No access via truck or large crane is available; all components (up to 6000 lbs) must be maneuvered using a temporary portable gantry, dolly, or the like. Work consists of: DEMOLITION/DECONSTRUCTION: Contractor will remove equipment residing within a 26 feet diameter by 65 feet deep dry basement well, while accommodating severe overhead height restrictions and limited side access. An additional 140 feet of exposed piping demolition is required within an adjacent tunnel. No direct vehicular access. Cutting work expected to produce hazardous smoke will require temporary ventilation. TRENCHLESS PIPE INSTALLATION: Contractor will fabricate and install a lining/sleeve inside an existing embedded 14 inch gravity drain pipe. Access on both sides is limited; pipe is approximately 50 feet long. LEAD ABATEMENT: Contractor will be expected to encounter lead paint coatings on existing pipe to be demolished. MACHINERY REHABILITATION: Contractor will partially disassemble historic motor casings and valve actuation machinery; upgrades to existing items are minimal; however, historical equipment components will be returned to their original locations upon completion of the contract. MOTOR STARTERS AND ASSOCOCIATED POWER: Contractor will install new 480v unit substation and motor control center. PROCESS PIPE INSTALLATION: Contractor will fabricate and install new pumps and piping components and connect to existing, permanent suction and discharge openings residing inside the concrete dry well. Contractor will fabricate and replace two 60 inch wall mounted pipe thimbles. Pipe sizes range from 60 inches to 6 inches diameter. Pipe and fittings are welded and/or ductile iron. Pipe is factory coated; field welding while minimal, is required. Contractor will patch/repair coatings as needed. PROCESS PUMP CONTROLS: Contractor to furnish and install all components complete with remote operation. Submersible pumps feature water bearing cooling water. Pump controls to lock out pumps upon cooling water failure. Valves require remote actuation via extension rods and/or electric motor. OTHER UTILITIES: Contractor to perform other minor support work to include temporary relocation of sewage tank and forced main pumps, replace domestic water and compressed air piping, and upgrade a unit ventilator. STRUCTURAL STEEL: Contractor will fabricate and install new catwalk system to match with existing catwalk elevation and connect to existing bearing system. Field verification and site adaption are critical for structural framing fitting. Contractor will install full length catwalk beam across the dry well through a restricted access and in the tight space. Structure pipe support for the new pump system also requires a thorough coordination to achieve precise locations. SPIRAL STAIR: Contractor will disassemble and retain the existing spiral stair for historical purposes. Contractor will provide a new pre-engineered metal spiral stair system that conforms to ANSI/AISC 360 standards. REQUIREMENTS: Interested firms should submit a capabilities package, to include the following: 1.Firm's name, address (mailing and URL), point of contact, phone number, email address. 2.Business classification, i.e., Small Business (SB), Small Disadvantage Business (SDB), Woman-Owned Small Business (WOSB), Veteran Owned Small Business (VOSB), Service Disabled Veteran Owned Small Business (SDVOSB), Historically Underutilized Business Zone (HUBZone) Small Business, 8(a) Program, or Other Than Small Business (large business). 3.Three (3) to five (5) examples of past projects as the Prime Contractor for piping upgrades of similar size, complexity and scope completed within the last five years. Examples should include the following information: a.A description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of each project; b.Experience demonstrating work on large process piping systems; installation, or retrofit of large process piping systems and appurtenances including pumps, valves, fittings, plumbing sub-systems, HVAC, electrical, hydraulic steel structures, and/or structural steel assemblies. c.Description of experience erecting temporary scaffolding, support structures, and hoisting machinery of 2 -7 tons. d.Description of experience sand-blasting and recoating hydraulic steel structures in-place. e.Description of experience assembling and disassembling, inspecting, and rehabilitating electric pump drivers of 75 - 300 horsepower. 4.Firm's interest in bidding on the solicitation if issued. 5.CAGE code and DUNS number. 6.Firm's Joint Venture Information, if applicable. 7.Bonding Information: a. Provide the following, on the bonding company's letterhead: (1) Bonding Limits (a) Single Bond (b) Aggregate 8.Of the total proposed SOW, estimate the percentage (%) to be performed by small and other than small (large) businesses. All interested parties who believe they can meet the requirements are invited to submit, in writing, complete information describing their interest and ability to meet all requirements stated above. Prior Government contract work is not required for submitting a response under this sources sought announcement. The official Synopsis citing a solicitation number will be issued on Federal Business Opportunities (www.FBO.gov) inviting firms to register electronically to receive an electronic notification of a solicitation should one be issued.
