Description
THIS IS FOR INFORMATIONAL PURPOSES ONLY. Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intends to award, on a sole source basis, a contract to Union Pacific Railroad (UPRR). This sole source contract is required for the installation of an active railroad crossing signal system to replace the passive system currently in place at UPRR crossing number 741-912F. This is to facilitate the safety of Government workers at an intersection of a federal private roadway-railroad grade crossing. Since the work is on the UPRR easement and the system must be tied into their railway system, Union Pacific Railroad has sole authority over this installation and will perform the work in-house with UPRR personnel for the United States Army Corps of Engineers' (USACE). The work will consist of designing and installing an active automatic flashing light and gated crossing signal system on the Union Pacific property easement; where a federal private road intersects this easement on federal property at Fort Bliss, New Mexico. The estimated total of the new contract is $300K. All responsible sources may submit a response, which, if timely received, will be considered by the agency. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice of intent. All responses received within 15 days of the posting of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely at the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
