- This is a synopsis of a solicitation for a single award indefinite-delivery/indefinite quantity (IDIQ) contract with firm fixed price (FFP) task orders, Single award contract in support of the Naval Facilities Engineering Command (NAVFAC) Anti-Terrorism/Force Protection Ashore (AT/FP-A) Program Management Office (PMO) located at the Washington Navy Yard (WNY) and further deployed in Commander, Navy Installations Command (CNIC) regions worldwide. The purpose of this contract is to provide programmatic, technical, and administrative services to support the ATFP-A PMO, which include but are not limited to project management, technical oversight and administrative support, and forward deployed liaison support for the NAVFAC AT/FP Ashore program and CNIC security department for force protection (N3AT), operations department for emergency management (N3EM), and information systems department for information technology (N6) along with the products that the AT/FP Ashore program provides on an enterprise wide level. Each task order awarded under this contract shall normally be comprised of technical and administrative services provided by a total of fourteen full- time equivalents (FTEs) with negotiated labor rates at a fixed price at the time of the basic contract award, of which six FTEs will be located at the WNY and eight FTEs known as Facilities Engineering Command Team Leads (FECTLs) will be forward deployed at Commander, Navy Regions as follows: Hawaii -Naval Station (NAVSTA) Pearl Harbor; Mid-Atlantic-NAVSTA Norfolk; Northwest-Naval Submarine Base (NSB) Bangor; Southwest-NAVSTA San Diego; EURASWA-Naval Support Activity Naples, Italy; Naval Air Station Jacksonville, FL, and Commander, Fleet Activities Yokosuka, Japan; and Commander Naval District Washington-Washington, D.C. Due to the volatile nature of the program, priorities may quickly shift and contractor personnel should be able to adapt and manage multiple requirements. The procurement method used for this solicitation is Contracting by Negotiation FAR Part 15. The NAICS is 541330 with a size standard of $15 million. This requirement will be solicited as a service disabled veteran owned small business set-aside. The contract is anticipated to have a base plus four (4) option years. Only the base period of the contract will offer a minimum guarantee. This is a follow-on contract for similar services under contract N62583-12-D-0739. Offerors can view and/or download the solicitation and any attachments at https://www.neco.navy.mil/ when it becomes available. The solicitation will utilize source selection procedures that require offerors to submit key personnel resumes, safety, and past performance information, and a price proposal for evaluation by the Government. Offerors must be registered in the System for Award Management database to be considered for award. Registration is free and can be completed on-line at www.sam.gov. The Government reserves the right to cancel the solicitation, either before or after the proposal opening with no obligation to the offeror by the Government.
