- The National Aeronautics and Space Administration (NASA) Langley Research Center (LaRC) is seeking capabilities from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman Owned(WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SDVOSB), and Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for Simulation and Aircraft Services (SAS) (current title Langley Simulation and Aircraft Technical Services (LSATS)). The Government reserves the right to consider a Small, SDB, 8(a), WOSB, VOSB, SDVOSB, or HUBZone business set-aside based on responses hereto. The LaRC requirements include the following: The Simulation Development and Analysis Branch (SDAB) of the Research Services Directorate (RSD) provides software and hardware services to provide researchers with high-fidelity environments in which to conduct simulation and flight research and to advance the state-of-the-art of simulation technology.The Contractor shall develop, integrate, test and deliver simulation products and services to meet the SDAB mission and in support of the LaRC research missions, projects, and requirements; be responsible for total system operation, and to ensure the fidelity, integrity and quality of simulation and flight research products and services; prepare, operate, and maintain current and future simulators and integration laboratories; provide full life cycle flight simulation software and hardware services and flight simulation hardware infrastructure support for LaRC ground-based and flight research systems and facilities; and deliver flight simulation products and services for various simulation categories including but not limited to: (1) Real Time, Fast or Pseudo Real Time, (2) Analyses or Batch; (3) Monte Carlo Analyses; (3) Part Task, Specific Conditions/Operations, and (4) Full Mission, End-to-End. Potential offerors are referred to the attached Draft Requirements Document for a detailed listing of the required services. Industry is encouraged to provide comments, suggestions, and recommendations regarding the Draft Requirements Document. In addition, LaRC is also interested in contractor feedback related to suggestions for contract type, subcontracting opportunities, and possible contract incentives (positive and negative). The North American Industry Classification System (NAICS) code for this procurement is 541330, Engineering Services with a small business size standard of $15 million. Estimated award date for this contract is November 24, 2015. Estimated award amount is over $5,000,000 per year, for five (5) years. This sources sought synopsis is to be used for information purposes only for preliminary planning purposes to assist NASA LaRC in its procurement strategy, to assess capabilities and qualifications of potential, gain knowledge of interest, and to support any potentials set-asides. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. Interested offerors/vendors having the required specialized capabilities are encouraged to respond to this source sought synopsis by completing the attached market research questionnaire and submit via email to the address below. Also, any questions you have are required to be submitted in writing, via email, to be used for consideration in the development of the requirements. Total submission shall not be not exceed ten (10) pages, minimum font size Arial 11, and submitted in a PDF file. This sources sought synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation.All responses shall be submitted electronically via email to Curtis Hyman at curtis.hyman@nasa.gov no later than February 27, 2015.
