- Princeton Plasma Physics Laboratory (PPPL), a National Laboratory and Federally Funded Research and Development Center (FFRDC) operated by Princeton University a United States Department of Energy Prime Contractor, wishes to solicit expressions of interest for the provision of all labor, material, equipment and supervision necessary to perform research and development, physics and engineering design tasks, and hardware and software components for an ITER Motional Stark Effect (MSE) diagnostic in conformance with PPPL Statement of Work (SOW) for Physics and Engineering Design Support for ITER Motional Stark Effect (MSE) Diagnostic that may be found at http://procurement.pppl.gov/Procurement%20Opportunities_HTM. Work is to be performed in two Phases. Phase I, research and development, preliminary and final design during the period ending July 2018; with PPPL then having Option to negotiate with Subcontractor for fabrication, assembly and testing of components during the period ending in 2021. PPPL will provide Quality Assurance, Quality Control and Project Control for the performance of both Phases of the Statement of Work requirements. Because of the significant technical uncertainties inherent in the design and R&D activities, use of a firm-fixed-price type contractual agreement is not appropriate. Therefore, PPPL expects to issue a cost-plus-fixed-fee type subcontract with a for-profit concern for the work (cost, reimbursement (no-fee) type subcontract with an academic institution). PPPL intends to issue Request for Proposals (RFP) 15-011F for this effort about the first week of March 2015. Qualified interested parties desiring to be notified by e-mail when the RFP is posted on the PPPL Procurement Opportunities website provide by e-mail to lsutton@pppl.gov their organization's name and the name and e-mail address of its point of contact. This announcement shall not commit PPPL to issues a Subcontract for this effort, or to pay any costs incurred by potential offerors for the preparation of a response to request for statements of interest.
